Council resolved to support a planning proposal for Deferred Matter (DM) Rezoning - Stage 1 Non-Urban at its ordinary meeting of 14 August 2018, in accordance with the Environmental Planning and Assessment Act 1979.

The Department of Planning, Industry and Environment (DPIE) issued a Gateway determination (preliminary approval) on 10 January 2019. An alteration to the Gateway was issued on 4 November 2020.

The Lismore Local Environmental Plan (LEP) 2012 was made on 22 February 2013 with lands adopted by Council as environmental protection zones shown on the LEP maps as DM. Such lands are currently zoned in accordance with the LEP 2000. Council has since been operating under two LEPs and two Development Control Plans (DCPs), which is an overly complex system of land use planning.

This planning proposal seeks to rezone 209 non-urban DM lots/part lots (1702ha) under Lismore Local Environmental Plan (LEP) 2012. The proposed rezoning of DM land also involves the consequential amendment of numerous other LEP maps.

The Minister for Planning and Public Spaces has not delegated the making of this LEP to Lismore City Council under section 3.36 of the Environmental Planning and Assessment Act 1979.

Submissions relating to the draft rezoning planning proposal outlining grounds of objection or support can be made online below, emailed to council@lismore.nsw.gov.au or sent to the General Manager, Lismore City Council, PO Box 23A, Lismore, NSW 2480.

For enquiries, please contact Council’s Senior Strategic Planner, Greg Yopp on phone: 1300 87 83 87.

Submissions must be received by Council by close of business on 5 May 2021.
