Consultation has now closed.

Lismore City Council has resolved to amend the five (5) chapters of the DCP, this decision is effective as of 14 November 2022 when the consultation closed and no submissions were received. In line with the resolution and under Division 2 Clause 14(2) of the Environmental Planning and Assessment Act, it is hereby notified that the new amended DCP Chapters will come into effect on 4 January 2023. The applicable chapters are; Part A, Chapter 1; Part A, Chapter 2; Part A, Chapter 5A; Part A, Chapter 6; and Part A, Chapter 7.

The Lismore Development Control Plan (DCP) provides detailed planning and design guidelines to support the preparation and assessment of development applications. Housekeeping amendments are being proposed to five (5) of the 22 Part A chapters that apply to land where the Lismore Local Environmental Plan 2012 applies.

  • Chapter 1 – Residential Development
  • Chapter 2 – Commercial Development – urban design in the CBD and Brewster Street commercial core zone (Health precinct)
  • Chapter 5A – Urban residential subdivision
  • Chapter 6 – Subdivision and infrastructure (Village, large lot residential and rural)
  • Chapter 7 – Off street parking

The intended outcomes of the proposed changes are to; bring the DCP closer in line with State legislation; reflect updated best practice in the industry; correct errors; and to improve implementation clarity of the DCP.

Council resolved, at the September meeting, to progress the housekeeping changes to public exhibition for a period of twenty-one (21) days. The DCP is now on public exhibition in accordance with the Environmental Planning and Assessment Regulation (EP&A) 2021.

Full details of the proposed changes can be found in the documents to the right, changes are shown in track changes and the following applies:

Green font = new text to be added

Red strikethrough font = existing text to be deleted

Black font = existing text


Next steps:

Upon the closing of this exhibition all feedback will be reviewed and considered. Should any changes be made as a result, or any objections be received, a full report will be made back to Council.

If on the contrary, no changes are found to be necessary and no objections raised, the DCP will be published and considered adopted. In line with the EP&A Regulations, the adoption of the DCP changes will be publicly notified and sent to the Planning Secretary within 28 days of the decision.
