    ROADS & BRIDGES FLOOD RESTORATION PROJECT UPDATE

    Please note, several road and bridge projects progressing concurrently, below are updates for some projects progressing this month. Please check the 'Projects By Name' and select the road name for latest updates.     COMPLETED WORKS

    Geotechnical Investigations
    During the month our contractors closed single lanes for works on Orion Street, Skyline Road South, Tuntable Creek Road, and Zouch Road to perform geotechnical investigations. This involved using a drilling rig to understand subsurface conditions. We would like to thank residents for your patience and resilience during this time. All landslip geotechnical investigations have now been completed with the bridge investigations underway and expected to also be completed by the middle of February.

    Eltham Road
    Recently, funding was secured to install guardrail on Eltham Road. These works were completed late January with a road closure in place around the site. There was a road closure between Houghlahans and Humpty Back roads and we thank the community for their patience during the road closure.

    Quilty Road
    Works were recently completed on Quilty Road to repair pavement damage and replace a culvert to return the road to pre-existing conditions. Thank you to the residents for their patience and support during the works.


    Tuntable Creek Road
    As the safety threshold had been exceeded, a road closure was triggered for Tuntable Creek Road on Wednesday 17 January 2024 at the landslip site, between Rose Road and Beardow Road. The shut down was to ensure the safety of motorists and to allow for further monitoring. Geotechnical experts were on site the next day to inspect the site and determined it could be reopened. The road reopened Thursday morning 18 January 2024. The new signs installed in October 2023 assisted to reduce detour times allowing Council to notify residents of the closure before reaching the closed site.



    CURRENT WORKS

    Nimbin Road
    Works are continuing for Site 4km on Nimbin Road, after the successful completion and opening of Site 1Km. Recently work crews completed implementation and maintenance of the erosion control following the heavy rainfall. Placement of approximately 70% of the GWS (No Fines Concrete Blocks) on top of the pile cap and approximately 60m of drainage layer and selected fill behind the retaining wall were also recently completed.


    Guardrails Project
    During the past month our guardrails project has been underway, replacing or installing new guardrails. This is multisite works to repair traffic barriers at road sections damaged during the 2022 natural disaster. Generally, the sites are at road sections over creek crossings. Each work site will require traffic control and the repair will generally be completed within 2 days. Recently, the work crew worked on Eltham and Boatharbour Road. Other road closures will be updated as scheduled work on Live Traffic.


    Terania Creek – Bridge Updates
    The Terania Creek bridge project is underway for bridge 1, 2 and 3. The bridge approaches and guard rail footings completed for bridge 3. Commencement on bridge 2 is scheduled for early February.




    FUTURE WORKS

    Dorroughby Road
    The road closure for Dorroughby Road was unfortunately delayed until 12 February with expected competition approximately 26 February, subject to change pending weather conditions. Works will involve scaling of boulders and the clearing and reformation of a table drain to return the road to pre-existing conditions. Road closure will be required around the works zone with the section located approximately 500 meters from the Dorroughby Road/Corndale Road intersection, between 791 Corndale Road and 65 Dorroughby Road. Motorists will be notified of the closure via roadside signage and updated through www.livetraffic.com. Emergency services vehicles will be accommodated. Please adhere to all road closed signs and directions from any traffic controllers.


    Rogerson Road
    A culvert replacement is planned for late February 2024. These works will require a road closure for up to 10 weeks subject to weather and resources availability. The existing culvert was damaged in the February 2022 natural disaster and has funding approved for a replacement structure with concrete pipes.

    Newton Drive
    A number of minor up slope landslips and a single pipe culvert are scheduled to be repaired during February. Works will involve scaling of boulders and the clearing and reformation of a table drain to return the road to pre-existing condition. Works will be completed under traffic control and will have minimal impact on the residents in this area.

    Rosebank Road
    Rosebank road slip will have restoration works completed during February. The works involve reinstating the property access track and restoring the batter and table drain along the road edge. Works will be completed under traffic control and will have minimal impact on the residents in this area.

    Johnston Road
    Minor works on a damaged drainage culvert along Johnston Road will be completed in February. This will involve reinstating a rock blanket that was washed away in the February 22 Flood Event. Works will be completed under traffic control and will have minimal impact on the residents in this area.

    Leycester Road
    Council wishes to advise funding has now been secured to reinstate the road to a suitable standard to ensure the community are able to travel safely along this road. The works are schedule to occur July 2024, notwithstanding another disaster event and subject to weather conditions, resources, and contractor availability. During works traffic will be impacted as the works will be carried out under Traffic Control stop/go arrangement and a reduced speed limit. At times traffic users may experience long delays to allow construction of the new pavement. Access to property driveways may be impacted or restricted at times however will ensure property owners are notified prior to this occurring. Motorists will be notified of the upcoming roadworks with VMS boards and updated through www.livetraffic.com closer to construction commencement. Emergency services vehicles will be accommodated if required. Please adhere to all road signs and directions from any traffic controllers and ensure extra care is taken around workers on foot.


    Eureka Road, Graham Road & Haywood Lane
    The design plans have changed for Eureka Road, Graham Road, and Haywood Lane. These sites were originally scheduled for culvert replacement; however, funding has been successfully acquired to upgrade these locations from box culverts to bridges. Currently, design for the project works is in final stages with the bridges due to be delivered to Council late February. The works are to be scheduled after delivery, this is subject to change pending weather conditions, resources, and contractor availability. We apologise in advance for any disruptions you may experience while we carry out this essential work. These works will involve removing the existing infrastructure at each site and preparing the area for bridge construction. To minimise impact to residents and traffic flow during the construction work a temporary track will be established as a side road. The works will take approximately 6 weeks at each site.

    COMPLETED WORKS

    Bungabbee Road

    Recently the Bungabbee Road bridge approaches works were completed to repair damages from the 2022 natural disaster. The works involved re-construction of the damaged approaches and re-instatement of guard rails, drainage, and scour protection around abutments.


    Dudgeon Road Bridge

    Works were scheduled and completed last month to repair the flood damaged Bungabbee Road bridge approaches. The works involved re-construction of the damaged approaches and re-instatement of guard rails, drainage, and scour protection around abutments.


    Major Flood Recovery Works Map

    Our interactive map recently underwent upgrades to improve user experience and include other flood recovery departments. Water and wastewater along with Flood Restoration Building projects have now been implemented into the map and in the coming month the flood restoration buildings will all be included. The map assists the community with finding efficient, up-to-date information about restoration works.


    CURRENT WORKS

    Nimbin Road

    Works are continuing for the Nimbin Road landslips. Site Km1, located 1 Km from Nimbin has all the concrete works and piling complete with the installation of block wall in progress. This site is on schedule for the road to be fully open before Christmas. Site Km4, located 4 Km’s from Nimbin is currently undergoing construction of gabion walls, these are used for scour protection, which prevents soil from being washed away and helps strengthen the road. The site also has piling in progress with approximately 30% completed.


    Keerrong Road

    Works have commenced on Keerrong Road for excavation of slipped material and reconstruction of the road embankment. The works are scheduled for approximately 3 weeks, subject to weather, contractor, and material availability. A full road closure will be required around the works zone throughout the works period. A detour is available via Pinchin Road, motorists will be notified ahead of the closure via roadside signage, updated through www.livetraffic.com. Residents will have access to their properties via Pinchin Road and The Channon Road but will be unable to drive through the landslip work zone. Please adhere to all road closed signs and directions from any traffic controllers.


    Geotechnical Investigations

    The Lismore City Council (LCC), Flood Recovery – Roads and Bridges team recently secured interim funding for additional geotechnical investigations and survey to commence on several flood affected roads. Initial investigations took place in 2022 to inform the designers about the geological conditions and failure mechanism. This information was used to apply for funding to repair. Additional investigations are now required to inform the final design.

    Geotechnical drilling is a type of drilling that is performed as part of the construction process to assist with better understanding a site. Investigations involve collecting rock and soil samples to obtain data regarding surface and subsurface examination. These samples provide valuable insights into the physical properties of the site, enabling engineers to design and construct remediation works to deliver roads that are safer and more durable.

    Roads approved for investigations include Bice Road, Bishops Creek Road, Black Road, Blue Knob Road, Boyle Road, Cawongla Road, Cosy Camp Road, Cross Road, Gungas Road, Johnston Road, Koonorigan Road, Lillian Rock, Martin Road, Mountain Top Road, Oakey Creek Road, Orion Street, Rock Valley Road, Skyline Road, Stanger Road, Stony Chute Road, Terania Creek Road, The Channon Road, Tuntable Creek Road, Upper Tuntable Falls Road, Wallace Road, Whian Whian Road, Yeager Road and Zouch Road.


    Cawongla Road

    Significant changes to the traffic control measures at the Cawongla Road Landslide site, near Martin Road, were recently implemented. It was identified that the site was deemed unsafe due to technical issues with the traffic lights, including repeated battery charge depletion, and concerns about safety. Therefore, the traffic lights previously regulating traffic flow have been replaced with a “Give Way” sign and a “Stop” sign. This decision was prompted by multiple incidents of road users running the red lights, posing a serious safety hazard. The new signage system aims to simplify traffic management while mitigating potential hazards. All signage has been installed as per the amended traffic guidance scheme, and a comprehensive risk assessment was conducted before implementing these changes to ensure the safety of all individuals travelling through the site.

    Interim funding has been approved for geotechnical investigations and survey to commence on the roads identified below. This process will be taking place over the next 4 months.


    Commencing - 4th of September
    Bice Road, Black Road, Cawongla Road, Gungas Road, Koonorigan Road, Martin Road, Mountain Top Road, Orion Street and Yeager Road.


    Commencing - 18th of September

    Bishops Creek Road, Blue Knob Road, Boyle Road, Cawongla Road, Cosy Camp Road, Lillian Rock, Mountain Top Road, Oakey Creek Road, Rock Valley Road, Skyline Road, Stanger Road, Tuntable Creek Road, Upper Tuntable Falls Road and Zouch Road.


    Commencing - 16th of October

    Blue Knob Road, Cross Road, Johnston Road, Stony Chute Road, Terania Creek Road, The Channon Road, Tuntable Creek Road, Wallace Road and Whian Whian Road

    Fernside Bridge

    The side-track is still on schedule to be open to traffic by 29th July, pending weather. Additional pipes for higher creek flows have been installed as an added precaution.

    Canaiba Road

    Works will begin soon on an embankment slip at the shoulder of Canaiba Road, east of Pelican Creek.

    Orion Street

    Road closure Monday 25th – 29th July from Keen Street roundabout to Molesworth Street. Local Access Only from Dawson Street. Due to the slumping on Orion Street, geotechnical drilling will be undertaken to determine the depth of the slip plane and options for remediation. (Updated and postponed due to illness in the specialist contracting team)

    Koonorigan Road

    Works are commencing on making a temporary side-track over the slip at Koonorigan Road, suitable for local access. Funding approval has been received to heavy patch the seal on The Channon side of the slip. This work is currently being scheduled.

    Regional Roads - Damaged Sealed Roads

    Approval has been received for the proposed scope of work to heavy patch six sections of Nimbin Road. Heavy patching consists of cutting off high shoulders, box out soft spots, overlay gravel where required, stabilise (nominal 1.5% slag/lime), compact, trim and seal. The procurement of a specialist stabilising subcontractor is underway. Scope has also been approved for Blue Knob Road, Dunoon Road, Kyogle Road and Wyrallah Road (excluding the Wyrallah Village). Wyrallah Village will be the subject to a reconstruction as it is not suitable for heavy patching.

    Precinct 1 - Damaged Sealed Roads

    Heavy patching has been approved for Graham Road, Gundurimba Road, River Bank Road, Rous Road, Skyline Road and Tuckurimba Road.

    Wyrallah Road Landslips

    Geotechnical drilling will take place under traffic control lane closures at 257 Wyrallah Road and 896 Wyrallah Road at the end of July.

    Johnston Road (Clunes)

    Geotechnical works will take place on the week of the 1st of August. This road, currently accessible to locals, will be fully closed during the works.

    Repentance Creek Road

    No further road closures. Due to delays in getting asphalt contractors, a sacrificial seal has been placed on the road surface for the safety of motorists. Works are expected to be fully completed by the end of July. Please drive with care.

    The Channon Road

    Geotechnical investigations have been completed for the slip behind the guardrail. Works will commence once the design of proposed embankment reconstruction is finalised. The scope of works required to heavy patch flood damaged sections of the road has now been approved, with works to commence in the coming weeks.

    The Channon Road (Robertson Bridge)

    Remediation works of the abutments is underway. Traffic control will be present, and motorists are advised to drive carefully.

    Pinchin Road Embankment failure

    Embankment reconstruction works are substantially complete. Pavement repair to commence shortly. Funding approval has been received to heavy patch four sections on Pinchin Road. Scheduling and advance planning of this work is underway.

    Keerrong Road

    Bridge construction works and heavy patching of sealed road is underway. Landslip repair, drainage reconstruction and gravel road resheeting is planned to commence in August.

    Tuntable Creek Road

    Investigation works north of Rose Road are underway to establish the feasibility of a side-track to facilitate local access to Nimbin. Geotechnical investigations are complete for all slips. Undergoing instrument monitoring to determine the remediation of the site.

    Funding approval has been received to heavy patch four sections on Tuntable Creek Road. Scheduling and advance planning of this work is underway.

    Duncan Road- Corndale Road

    Works to heavy patch and stabilise damaged sections are now complete.

    Richmond Hill Road

    Embankment reconstruction works remain underway under traffic light control. Pavement works will start next week (subject to weather)

    Nimbin Road (slip north of Stony Chute)

    80% design drawings received and under review. Procurement of contractor proposed for this month.

    Stony Chute Road

    Geotechnical drilling has been completed. Inclinometers have been installed and will monitor ground movement over the next month prior to design commencing.

    Cawongla Road

    Geotechnical drilling is still underway.

    Mountain Top Road

    Geotechnical drilling is still underway.

    Unfortunately the Orion Street road closure is now postponed until Monday 25th – Friday 29th of July (subject to weather and ground conditions). If you could please share this through your networks.

    Geotechnical drilling and instrument installation has started, however unable to continue at this time due to illness within the contracting team. Additional specialised contractors have been sought to carry on this work, and will be arriving to recommence next Monday.

    Signage detailing the closure has been taken down today, and will be reinstalled for the closure re- starting Monday 25th. Details remain the same regarding 24 hour closure during this time, and local access available from the Dawson Street roundabout, with a detour via Conway Street recommended for heavy vehicles.

    Canaiba Road

    Works will begin soon on an embankment slip at the shoulder of Canaiba Road, east of Pelican Creek.

    Orion Street

    Slumping of the road embankment on Orion Street has worsened since the February and March 2022 flooding events. Minor works have since been undertaken to seal the tension cracks and ensure safe passage for vehicles.

    Orion Street will now undergo works to remediate the damage. Geotechnical drilling to determine the depth of the slip plane and options for remediation will be undertaken the week starting 18th July, for minimum 1 week pending the ground conditions.

    To ensure access for necessary equipment and works in this section, a full road 24-hour road closure is required from Monday 18th July until Friday 22nd July 2022 (subject to weather and ground conditions).

    Local access only will be available for Orion Street from Dawson Street. The road will be closed from Molesworth Street to Dawson Street, with detour via Conway Street.

    Signage of the Orion Street closure will be in place to notify motorists and updated through northernrivers.myroadinfo.com.au. Motorists are recommended to use the roads over Fawcett Bridge to access the CBD and surrounds from North Lismore.


    Scheduling of the Orion Street works were planned for the school holiday period. Unfortunately due to the ground conditions following recent wet weather and subsequent availability of specialist drilling contractors, this work was unable to go ahead as planned. To ensure geotechnical drilling and installation of instrumentation to monitor the slump is completed, these works cannot wait for the next school holiday period.
