Planned Roadworks and Proposed One-Way Street – O’Flynn Street, Lismore Heights

Between Beardow Street and New Ballina Road

Council wishes to update the residents on planned road works in O’Flynn Street being funded under Lismore City Council’s Roads Forward Works Program 2023/24.

Community Consultation

Community Consultation was undertaken by letters to residents, a Your Say page and an onsite Coffee Cart on 30 May 2023, to speak to the residents about the proposed works and obtain feedback.

Majority of the feedback was supportive of the one-way proposal, which includes safer pedestrian corridors to be provided and additional formal parking areas.

A report including community feedback was presented to the Local Traffic Committee and a site inspection was also undertaken with the Committee members, with the below recommendation determined.

TAC17/23 RECOMMENDED that;

  1. Council support in principle the conversion of O’Flynn Street, Lismore Heights to One Way Southbound.
  2. Funding for the project has been provided by Councils 2023-2024 Capital Works Program.

Council supported this recommendation at its Ordinary Meeting of 11 July 2023.

Benefits of Proposal

  1. Reduced through traffic flows in O’Flynn Street and primarily residents only traffic.
  2. Options for traffic calming to discourage through traffic and speeding vehicles resulting in safer on road pedestrian walking zones.
  3. Provision of formal on street parking areas.
  4. Reduced road width means a cheaper construction and maintenance costs.
  5. Installation of kerb and gutter in several sections and minor drainage improvements.
  6. Maintenance to roadside drainage as needed.

A concept plan is attached showing the revised section being converted to a one-way section, located between Beardow Street south to approximately No. 57 O’Flynn Street. This will allow residents south of No. 57 to gain access from New Ballina Road if required.

Where are the works?

The roadworks will be conducted along a 0.4km section of O’Flynn Street, between Beardow Street and New Ballina Road, Lismore Heights.

Why do the works?

This section of road needs to be fixed to improve its structural integrity and driving conditions for road users.

Coupled with roadworks along other sections of O’Flynn Street over recent years, the roadworks will also improve traffic safety and help bring this local road to an acceptable community standard.

Traffic data received also determined that the majority of vehicles travel in a southerly direction including regular bus services. A traffic survey has been undertaken in the surrounding streets and a post construction survey has also been planned to assess traffic movements

What do the works involve?

The roadworks will fix the deteriorating road formation. It requires digging out the old road foundation and adding and compacting new road base material on top before resealing it. The road surface may receive a final wearing seal several months after the initial bitumen seal has cured.

This pavement overlay may change road levels by a maximum of 0.15m above the existing road centreline level due to additional layers of new road base material. We will advertise this proposed change in road level by installing roadside signs and a notice in our Local Matters publication in accordance with the Roads Act, 1993.

All driveways that intersect the road will match any changes to the road profile. You will be contacted should your driveway/ access need modification. We will also undertake maintenance to roadside drainage as needed.

When are the works to start?

Design plans are currently in progress with plans for construction of the works currently planned for September and October 2023

A notification will be sent from Council prior to start of construction with details on driveway accesses and if any interruption to services.
