At its ordinary meeting on 14 July 2020, Council voted to repeal the following Development Control Plans (DCPs):
Part B Chapter 1 – Lismore Urban Area
Part B Chapter 2 – Land at West Goonellabah
Part B Chapter 7 – Dunoon Village
Part B Chapter 8 – Clunes Village
The reason for repealing these chapters is that they no longer serve any practical purpose as their intent has been superseded by other planning controls or the rationale for their creation no longer exists. The repeal of these four chapters will take effect from August 14 2020.
At the same meeting on 14 July 2020, Council also voted to place on public exhibition changes to its DCP as follows:
a new DCP Chapter 14 (Vegetation Protection) that is intended to replace the existing Chapter 14 (Preservation of Trees or Vegetation); and
to include a structure plan in DCP Chapter 5A (Urban Residential Subdivision) that relates specifically to land at West Goonellabah.
The intent of the revised DCP Chapter 14 is to respond to recent legislative changes by establishing:
The appropriate approval pathway for any vegetation removal.
Exemptions to when a permit is required.
Requirements for landowners.
Matters for consideration by Council.
Principles and controls to conserve significant vegetation and protect biodiversity values.
The main changes between the current Chapter 14 DCP and the proposed new chapter are:
that the new chapter covers all areas of the LGA, whereas the current one is limited in its application;
the list of what is 'exempt” from requiring an approval is more detailed; and
the requirements for information from applicants and the issues for consideration by assessors in rural and high biodiversity value areas is more significant.
The inclusion of a structure plan in Chapter 5A is intended to identify site constraints and guide infrastructure provision for any future subdivision of certain residential-zoned land at West Goonellabah that was previously included in Part B Chapter 2.

The DCP changes are exhibited for public comment until 26 August 2020.
