Consultation has concluded

The draft Open Space Strategy is a long-term strategy that guides future investment in and maintenance of Lismore’s network of public open spaces.

The need for a Open Space Strategy was identified in the Sport and Recreation Plan to 2024, which recommended that Council ‘Develop an Open Space Strategy to enhance the provision and maintenance of Lismore’s parks network’. This recommendation was also included as an action of the Local Strategic Planning Statement which was adopted by Council in 2020.

In 2021, Lismore City Council carried out a community survey to gauge feedback on the state of our existing public open spaces as well as our walking and cycling infrastructure. The feedback received from the community was used to develop the draft Open Space Strategy.

A summary of the Strategy is provided below, however we encourage you to download and read the Strategy (found in the right hand side toolbar) before taking the time to complete the survey at the bottom of this page.


Summary of the Strategy

The Strategy is made up of three documents:

  1. The Strategy itself
  2. Supporting Resources which includes audit details on all of Lismore’s urban open spaces
  3. The Implementation Plan

The Strategy is a 10-year plan providing a strategic framework and direction for planning public open space that best serves the community and the environment. It applies to public open space including natural areas, parks, trails, sport and recreation facilities that Council has ownership or management responsibilities for.


The vision of the Strategy is:

'to develop a network of open space in Lismore that is diverse, equitably distributed, inclusive, enriching, sustainable and fit for purpose'.


The vision will be achieved through the implementation of individual actions focused around the five guiding principles of the Strategy (see attachment 3 for the Implementation Plan):

  1. equitable distribution
  2. connectivity, accessibility and inclusivity
  3. fit for purpose
  4. protect our environment
  5. diverse offerings

To help us achieve the vision, the Strategy sets a framework for how we classify our open spaces in accordance with function and audience they serve as well as a clear set of criteria for what and where we will receive new open spaces as a result of development.

The Strategy is supported by an Implementation Plan that lists out all actions that Council will carry out over the 10 year period. The actions are categorised into ‘whole of LGA’ or into specific geographic localities.
