In April 2024 Lismore City Council supported a proposed change to the Local Environmental Plan 2012 (LEP) that would enable Council to charge a levy that can be spent for the purposes of providing Affordable Housing only. The levy would only be payable on certain rural properties that benefit from a rezoning. The parcels to which the levy is proposed are already supported for a potential zone change under Lismore Council’s Growth and Realignment Strategy 2022.

The proposed levy for majority of the sites in Lismore is 10%, with one site proposed for 7%. The levy can be paid by way of land (actual lots) or the monetary equivalent.

To introduce the levy, Council has prepared an Affordable Housing Contribution Scheme (ACHS) in accordance with the template provided by the NSW Department of Planning, Housing and Infrastructure. The draft AHCS is downloadable from this page.

To formally adopt such a scheme, a Planning Proposal to change the Local Environmental Plan 2012 (LEP) is required. The draft Planning Proposal is downloadable from this page. The objective of this Planning Proposal is to amend the Lismore LEP 2012 through the introduction of an Affordable Housing Contribution Scheme to increase the supply of affordable rental housing in perpetuity in the Lismore Local Government Area while maintaining the viability of development. Lismore City Council has not been delegated as the local plan-making authority, this means the Department of Planning, Housing and Infrastructure will have authority to finalise this Planning Proposal.

    In October 2023, impacted landholders were contacted to seek early input on this proposition. Following this feedback, the proposal was pursued, and in March 2024, the Councillors resolved to support the draft Affordable Housing Scheme.

    On 26 June 2024, a letter was sent to affected landholders regarding the introduction of an Affordable Housing Contribution Scheme and advising that a period of public consultation would soon commence.

    Landholders were invited to a meeting at Lismore City Council’s Corporate Centre to gain a comprehensive understanding of the scheme and ensure they were able to make submissions during the public consultation period. The meetings were facilitated by an independent town planner and Lismore City Council planning staff were on hand to answer questions.

    Meetings were held on Thursday, 17 July, 5:30pm – 7:30pm, and Friday, 18 July, 11:00am – 1:00pm. Virtual attendance options were also provided to accommodate all interested parties.
