    There are a number of Flood Restoration Project works currently being completed, on the vast list of buildings and facilities requiring repair. This page aims to share milestone updates, that may benefit the wider community. Please see below updates on some of the projects shared for this month. Projects are listed in alphabetical order.

    Brunswick Street Depot - Old Helicopter Building

    Service rough ins, ceiling lining and floor preparation for vinyl covering have commenced. Handrail posts were installed and the main frame to the second level also in place.

    Doors were installed, tiling underway and balustrades arrived late November. By the end of November, 90% of the plastering had been completed. Laying of the vinyl flooring and internal painting is now well underway.

    Caniaba Street Reserve Soccer Clubhouse (South Lismore Celtics)

    Mood board and 90% plans have been approved by stakeholders. Container moved onsite for storage ahead of works commencing in January.

    Crozier and Oakes Oval Amenities (Dawson Street and Magellan Street Toilets)

    Restoration and handover has been completed for all amenities blocks. Works on the ticket booth at Oakes will now progress.

    Elaine Blanch Tennis Courts (Lismore Tennis Courts)

    Restoration completed, with final inspection scheduled for Wednesday 29 November. Celebration of the key handover and completion of works is scheduled for December 14.

    Laurie Allan Centre

    Immediate restoration works including deep cleaning, lighting and hot water were completed. Handover to Far North Coast Canoe has been finalised. Additional longer term works are still being scoped and reviewed.

    Lismore Airport Terminal

    Site establishment was completed early November. Mechanical and electrical preliminary make safe had commenced. Hydraulics investigation was conducted and a clean out and rough in was completed. Procurement for mechanical, electrical and hydraulics was completed.

    Towards the end of November, mechanical pipework rough ins had commenced, and the electrical and data security rough ins had commenced.

    Lismore Basketball Association

    Meeting held with stakeholders to discuss site set up ahead of January 2024 start to replace the flooring.

    Lismore City Hall

    Storage containers onsite in preparation for early works to commence in December.

    Lismore CWA Building

    Scope of works increased, to incorporate additional roofing requirements. Works scheduled to commence in January. Estimated completion date is March 2024.

    Lismore Lake Buildings

    Meeting held with stakeholders to discuss scope of works.

    Lismore Library

    Estimated start February 2024. Slight schedule changes to accommodate Lismore Regional Gallery, The Quad and Lismore Library being completed concurrently.

    Lismore Memorial Baths

    The Pools were filled and filter system activated. With power restored, tiling, painting and cleaning including the cleaning of the 50m pool commenced.

    Installation of the mod wood slat seating in the Grandstand and landscaping also commenced. Preparing for a December 2023 opening.

    Lismore Municipal Building

    Estimated start February 2024.

    Lismore Regional Gallery

    During November, site was established. Temporary power had been installed and isolation of the solar panels carried out. Early strip out and make safe was completed, by the end of the month the ceiling in Level 1 was stripped out and removed. Design was completed with procurement of trades well underway.

    Mortimer Oval Amenities

    Restoration and handover complete on the Container Building. User groups have been notified, ready to prepare for next season.

    Site establishment was completed for the Brick Building. Demolition complete and rendering well underway. Plumbing including roofing works commenced at the end of November.

    Marie Mackney Netball Courts (Lismore Netball)

    Flooring, painting (internal and external) and electrical fit off were all completed in November.

    Towards the end of November, the stainless-steel benches and roller doors were installed and all fit offs by service trades (electrical, plumbing and security) were well underway. Final inspection has been completed, awaiting handover with user group.

    Radio Controlled Car Building - Nesbitt Park

    Completed, finalising handover to user group.

    Richards Oval Soccer Clubhouse (Workers FC)

    Meeting held with stakeholders to discuss 90% design and colour options. Mood board and 90% plans have been approved by stakeholders. Container moved onsite for storage ahead of works commencing in January.

    Riverview Park

    Works have begun with site establishment complete, and the redundant shower block demolished.

    The Quad

    To be completed in conjunction with the Lismore Regional Gallery. Scheduled to start in March 2024. Scope of works broadly include drainage, shade and landscape improvements.

    Visitor Information Centre building

    Temporary toilets were installed for public use, as works commenced and site setup finalised. Contract procurement, planning with subcontractors and stakeholder conversations also continued. New mechanical upgrades were underway and glazing upgrades in production.

    Construction set to commence shortly, with estimated completion date of January 2024.

    Caniaba Street Reserve Soccer Clubhouse (South Lismore Celtics)

    Onsite meeting with South Lismore Celtics representatives, to inform the design of the future rebuild suited to needs of the club.

    Crozier and Oakes Oval Amenities (Dawson Street and Magellan Street Toilets)

    The roof structure on both the Dawson and Magellan Street blocks commenced in September. Scyon flooring sheeting was laid and the plumbing rough-in completed. The structural steel roof framing to three buildings is now complete and the new Colorbond roof sheeting installed. Translucent roof sheeting was added to increase natural lighting within the building. Painting commenced at the Dawson Street block.

    Perimeter scaffolding will be removed shortly.

    Elaine Blanch Tennis Courts (Lismore Tennis Courts)

    The existing training wall was demolished this month, requiring a rebuild due to extensive damage to the brickwork. By the end of the month, blockwork for the new wall was complete.

    Preliminary drainage works were also started and by mid-month, drainage was completed for the ground floor wet areas. Prep-work for the ground floor slab reinstatement has also commenced. Service rough-ins for security, electrical and plumbing are now complete.

    Lismore Airport Terminal

    Construction on the Terminal building set to commence shortly, with estimated completion date of January 2024.

    Lismore Library

    Onsite meeting with Library stakeholders to inform the design of future rebuild. Decisions on colour and fit out materials are now being made.

    Additionally, the Library received funding to continue offering pop-up spaces.

    Lismore Memorial Baths

    It was busy at the Baths in September. The last of the shade sails on the pool deck were pressure cleaned.

    All redundant solar tube systems and heat pumps were removed from the Amenities Block, lifeguard tower and the pump room roof in preparation for the new roof installation. Old roof and insulation was removed from the Amenities Block, before the new roof and insulation is installed.

    The Canteen fitout is underway, with a new grease arrest and hydraulic pipework installed. Plumbing, gas and electrical rough-ins has also commenced in all buildings. Work is also underway in the Amenities room including fixtures and plumbing rough-in of showers.

    The Baths also hosted the Mates in Construction Fly The Flag Breaky BBQ, which was a great success!

    The Pavilion was rendered and painting will continue through October.

    Laurie Allan Centre

    Onsite meeting with the Far North Coast Canoe Club representatives, to discuss future plans for the building, and their immediate needs in relation to the space.

    Lismore Municipal Building

    Onsite meeting with Richmond River Historical Society representatives, to inform the design of the future rebuild suited to needs of the user group.

    Lismore Regional Gallery

    Review of scope and grant funding with Project Team. Restoration for The Quad will now be completed in conjunction with Gallery works.

    Mortimer Oval Amenities

    In early September the roof structure was started with roof post footings being poured, roof sheeting and flashing installed. The roof structure was finished just in time for month end. Flooring was laid and power restored to the entire building. Resilient finishes were ordered and awaiting delivery.

    Marie Mackney Netball Courts (Lismore Netball)

    Drainage works, termite treatments and ground prep for the slab reinstatement had commenced and the Scyon flooring installed to the first floor.

    The external soffit was also completed and by the end of the month the service rough-ins underway and the internal wall framing complete.

    The goal was to have the clubhouse ready for September. However a number of challenges were faced and now aiming for completion at the end of October.

    Radio Controlled Car Building - Nesbitt Park

    Construction set to commence shortly, with estimated completion date of January 2024.

    Riverview Park

    Discus nets have been completed. Construction on clubhouse set to commence shortly, with estimated completion date of January 2024.

    The Lismore Memorial Baths became more than just a construction site this week as Bennett Constructions with assistance from Konnect Fastening Systems hosted a special barbecue to commemorate two vital causes – R U OK?Day and MATES in Construction.


    The Baths transformed into a hub of unity, support and camaraderie as Council staff, local contractors and construction workers gathered for the event.
    R U OK Day is a reminder that a simple question can make a world of difference. While Mates in Construction addresses the high level of suicide within the Australian construction industry.


    The barbecue emphasised that it's okay not to be okay, and seeking help and support is a sign of strength, not weakness.

    Crozier/Oakes Oval: The site fencing from Dawson Street to Magellan Street blocks is up. Showcasing that works are commencing with managing contractor Bennett Constructions.


    Dawson Street Toilet Block: The roof structure has commenced. The temporary toilet blocks have been delivered and ready for use, near the Dawson Street block.


    Elaine Blanch Tennis Courts Clubhouse: Demolition works were completed in the Tennis Club including slab and internal wall removal. Demolition is underway on the training wall. Preliminary works for drainage have been completed, with exploratory dig and camera survey of the sewer lines to ensure the new drainage is configured correctly.


    Lismore Memorial Baths: Another step forward for the Lismore Memorial Baths, as the old solar heating tubes were removed from the facilities roof.
    A crane delicately removed these damaged tubes, making way for the upcoming roof replacement set to take place over the coming weeks.


    Lismore Basketball Association: Onsite meeting with stakeholders to discuss choice of flooring, and future works.

    Marie Mackney Netball Clubhouse: Preliminary works for drainage works. Exploratory dig and camera survey of the sewer lines to make sure we are connecting the new drainage correctly. Drainage to the Ground Floor wet areas has been completed awaiting council inspection. The Level 1 ply flooring is being removed and progressively being replaced with Scyon flooring. And structural repairs to the framing are underway.


    Mortimer Oval Container Building: Roof post footings have been poured, and scaffolding has been erected to commence the roof structure.

    Planning is underway to restore the Memorial Baths ready for Summer. While there are still challenges to reach this goal, early dewatering of the pool to enable hydraulic investigations has commenced. In addition, orders for long lead time mechanical equipment have been placed.

    Draining the pool of water is a complex operation that if not done correctly could lead to the pool lifting out of position. Our team spent considerable effort in the planning phase to ensure this didn’t happen, including rolling out a number of contingency plans.
    Council’s Water and Wastewater team successfully repaired the downstream sewer connection to allow draining to occur. As water levels fell, Bennett Constructions was able to clean the sides of the pool.

    Swimplex Aquatics have been contracted to partner with Bennett Constructions to complete the works.

    The fences surrounding the site will also be receiving a creative and colourful update, displaying artworks from 10 local artists as part of The Creative Fencing Project. To read more on this project, take a look at Lismore Regional Gallery's post.

    Albert Park

    The clubhouse repairs are being finalised, with the batter practice building erected by next week. Restoration works will be nearing completion for Albert Park in the first week of July. These works have generated interest from local, State, Australian and international baseball associations.

    With the announcement of Masters Games in September, the Crozier Oval toilet blocks have been highlighted as a priority to be completed. The repair and estimated scoping is being finalised, while discussions continue with various state government bodies to ensure the works are carried out as soon as possible.

    Lismore SES HeadquartersCouncil has been working closely with SES to minimise any disruption during the replacement of floor coverings that were inundated in the February 2022 flood. This work is ongoing and is scheduled to be finished by end of November.

    Lismore Transit Centre The Transit Centre re-opened to the public on Monday 17/10/22 as a Recovery Centre and Assistance point. Minor restoration works continue throughout November as materials/supplies become available.

    Richmond River Historical Society contents safely relocated to a flood free location whilst restoration works on the municipal building are complete.

    Old Helicopter Building Electrical, Data and Fire systems restoration has commenced. Scope of works developed and estimation of costs submitted to Public Works Advisory for Community Recreation & Cultural Asset Works approval.

    Stock Pot Kitchen (Old Art Gallery) Stock Pot Kitchen is open to the public. Please see their social media for details on opening hours. The Old Art Gallery’s site restoration is ongoing.     Emergency works on Council’s flood affected buildings has largely focused on removal of flood affected materials, decontamination and structural drying for all buildings to obtain validation certificates.

    What’s structural drying and why is it so important?

    Structural drying is the process undertaken after the removal of flood damaged porous building materials. Allowing the underlying structural building materials to dry out with the assistance of dehumidifiers, fans and sometimes gas heated blowers. This reduces the moisture levels present in the building to an acceptable level.

    After this process has occurred validation assessments are done to assess the moisture levels within the building, as well as the presence of bacteria and other foreign spores to ensure the building is ready for remediation works. Ensuring mould and other bacteria do not regrow.

    All of Council’s buildings have to go through this testing and receive post-remediation verification reports for the buildings moisture, microbial and hazardous material presence.

    Council has been receiving these post-remediation verification reports across its built assets, including large buildings such as Lismore City Hall, Lismore Airport Terminal, Lismore Municipal Building, Lismore Library, Lismore Regional Gallery, Lismore Transit Centre and Visitor Information Centre. Some verification certificates have been received others are still awaiting the results of samples sent for testing.

    October Feature Project Update - Lismore Transit Centre

    The Lismore Transit Centre’s restoration works following the February natural disaster are almost complete!

    On Monday 17/10/22 the Recovery Centre and Assistance Point including Service NSW, John Lyng Group, Council and Legal Aid moved into the Transit Centre. Whilst some restorative works remain, the vast majority have been complete.

    Public Toilets and Showers are available at the Transit Centre (Please note this is only during the Recovery Centre operational hours).

    It's been a busy month as restoration works continue across Council’s buildings, parks and facilities. Below you will find updates on the progress being made at Council’s Buildings, as well as some quick updates on Parks and Public toilets that required restorative works.

    Albert Park Baseball - Strip out and clean of clubhouse and amenities has been completed. Electricity due to be reconnected during September.

    Arthur Park Archery Club - Assessment report has been completed, with scope of works currently under review.

    Gundurimba Building – Carpentry work is underway to restore this building. Heritage Consultants were engaged prior to the commencement of restoration works.

    Brunswick Street Depot – Electrical restoration works to be completed throughout September.

    Caniaba Street Reserve - Soccer Clubhouse – Awaiting final assessment report from hygienist before restoration works commence.

    Cedar Log Shed - Scope of works is currently being assessed for this building.

    Central Tourist Park – Construction of new office building to replace existing flood damaged building commenced. Minor concreting works complete.

    City Hall - First floor strip out of flood damaged building materials and electrical components is underway. Followed by cleaning and assessment for scope of works. Grand piano is currently undergoing mould remediation and storage with local specialised contractor.

    Croquet Club – Electrical restoration works have commenced. Heritage Consultants have been engaged to contribute to the scope of works required to this building.

    CWA Building - Decontamination contractor (to prevent mould) will commence mid-September. Heritage Consultants have been engaged to contribute to the scope of works required to this building.

    ELGAS - ELGAS Station still operational. Offices and stores buildings are being replaced, with design for new buildings determined in collaboration with the tenant. Fencing has been repaired and/or replaced.

    Gordon Pavilion (Oakes Oval) – Oakes/Crozier Sports Hub upgrades are progressing. Gordon Pavilion cleaning and decontamination works have been finalised. The grounds of Oakes/Crozier Oval are open.

    Laurie Allen Centre - Building is currently closed to the public. Removal of flood damaged building material and electrical components has been completed. Building requires specialist structural assessment before commencing restoration works.

    Lismore Basketball Association - Design works are currently underway in collaboration with Lismore Basketball Association for replacement of flooring.

    Lismore Airport Terminal – BOM weather station has been restored. Aeronautical instrumentation replacement is progressing. Specialist contractor has removed flood damaged airport security screening equipment. Restoration works on terminal to progress once Scope of Works required is finalised.

    Lismore Cattle Sale Yards – Structural assessment has been completed. Final design of office building being reviewed in collaboration with tenants.

    Lismore Lake Buildings - Restoration works have commenced with the removal of flood damaged structures.

    Lismore Library – Structural drying is currently underway. Components to repair elevator have been ordered. Heritage Consultants have been engaged to contribute to the scope of works required to this building.

    Lismore Memorial Baths – Clean and decontamination works have been finalised. Heritage Consultants have been engaged to contribute to the scope of works required to this facility and assessment of the pool’s pumps for restoration, replacement or elevating for future flood proofing is being considered to form part of the works required at this facility.

    Lismore Park Elaine Blanche Tennis Courts (Lismore Tennis Courts) – Tennis courts are open. Clubhouse is awaiting final validation of moisture levels before restoration works can commence. Temporary toilets are available at this facility for users.

    Lismore Pipe Band Building – Flood damage assessment has been completed. Clean and decontamination contractors to be engaged for this building.

    Lismore Preschool – Lismore Preschool is completing restoration works directly. Please refer to their social media for further updates.

    Lismore Regional Gallery -. Final detailed clean is underway, with reporting for validation of building to be done once complete. Scope of works required for the building restoration is being developed.

    Lismore SES Headquarters - Open and operational.

    Lismore Transit Centre – Restoration of the roof structure has been completed, with solar hot water system to be installed shortly. Full restoration works are currently underway for replacement of kitchen, public toilets, and amenities including disabled toilets and showers.

    Marie Mackney Netball Clubhouse (Lismore Netball Courts) - Specialist subcontractor has been engaged to assist with removal of hazardous building materials from this building. Temporary toilets are available at this facility for users.

    Mortimer Oval New Building - Validation sampling of building complete with report forthcoming. The design of a new roof structure is being finalised.

    Mortimer Oval Old Building – Building currently structurally drying. Restoration works to follow.

    Municipal Building, Old Council Chambers – Heritage Consultants have been engaged to contribute to the scope of works required to this building. Clean and decontamination works for prevention of mould is ongoing.

    Old Helicopter Building - Electrical, data and fire system contractors have commenced restoration works.

    Radio Controlled Car Building - Nesbitt Park - Works to remove flood damaged building materials and cleaning is underway. Replacement of RC Tracks boundary fencing is progressing with procurement process started.

    Riverview Park Clubhouse and Canteen – Restoration of the boundary fencing of Riverview Park underway. Clubhouse and Canteen are completing drying before validation can be obtained.

    Richards Oval - Workers Soccer Clubhouse – Removal of flood damaged building and electoral components complete. Structural drying underway to be followed by validation report.

    Terania Building – Restoration works for electrical and plumbing have commenced, with electricity being reconnected. ACE Community Colleges are re-locating from the Terania building on Magellan St to Suite 4, Level 1 29 Molesworth Street from October 2022. Please follow their social media for further updates on exact opening dates.

    Visitor Information Centre - Closed to public until restoration works are complete, structural drying has been completed. Toilets are operational and open to the public. May require intermittent closure to complete necessary works, temporary services will be available.

    There are a number of Flood Restoration works being completed. Please see below updates on some of the projects shared for this month. Council asks members of the community to exercise caution around any of these sites and abide by temporary exclusion fences/barriers.

    Terania Building - Structural drying to be completed, followed by restoration works.

    Albert Park Baseball - Strip out and clean of Clubhouse and Amenities commenced mid-July, expected to take two weeks. Pathway cleaning, plus removal of flood damaged storage sheds has been completed. The fencing has been removed and stored for re-use.

    Arthur Park Archery Club - Scope of works to be determined, pending Assessment Report.

    Gundurimba Building - Cleaning and structural drying completed. Painting has commenced, carpentry work expected to commence mid-August.

    Brunswick Street Depot - Workshop and Fabrication shop are operational. Temporary offices are in place until restoration works are completed.

    Caniaba Street Reserve - Soccer Clubhouse - Strip out, removal of flood damaged building material and electrical components, plus cleaning and structural drying have been completed. Restoration works to following pending validation report.

    Cedar Log Shed - Scope of works is currently being assessed.

    Central Tourist Park - Essential services have been restored. Restoration works of specific buildings are ongoing.

    City Hall - Removal of flood damaged building material and electrical components completed on the Ground Floor. Clean, decontamination (to prevent mould) and structural drying has commenced. First Floor strip out has commenced.

    Croquet Club - Building assessed. Building restoration works to commence pending current contractor procurement.

    CWA Building - Decontamination (to prevent mould) expected to commence mid September, with restoration works to follow. Temporary structural bracing has been installed.

    Lismore Library - Following paint strip out, a final detailed clean will be completed by end of August. Once completed, structural drying will take place over a four week period.

    Lismore Memorial Baths - Removal of flood damaged building material and electrical components, plus cleaning of office buildings completed and change rooms are ongoing. Pool has been de-sludged, pool surrounds and equipment approaching completion. New security fence has been erected, with further restoration works to follow.

    Elaine Blanch Tennis Courts (Lismore Tennis Courts) - Cleaning of the courts is completed. Clubhouse undergoing structural drying, before commencing restoration works.

    Lismore Pipe Band Building - Damage assessment and repair scoping underway.

    Lismore Regional Gallery - Strip out, removal of flood damaged building material and electrical components is complete. A final detail and clean is underway. Up to 4 weeks structural drying required prior to restoration commencing.

    Lismore Transit Centre - Structural drying scheduled to be completed in August. Restoration works to follow to repair building for public use.

    Old Helicopter Building - Structural drying complete, with restoration to follow pending validation reporting. Electrical, data and fire system contractors have been engaged to commence restoration works.
