CBD Watermain Replacement Program

Works to complete the CBD Watermain Replacement Program are nearing completion, and expected to be finalised by December 2024.
As water mains age, they are replaced to ensure businesses and residents continue to have a reliable water supply. From February 2024 to September 2024, Council will be replacing watermains at five locations across the CBD, as part of the CBD Watermain Replacement Program 2023/24.

- Decommission the original mains
The construction methodology preference is to employ horizontal directional drilling where possible and practicable to minimise disruption. This method of installation allows the pipe to be drilled into the ground in sections, with small receive and launch holes. Excavation and backfilling for this process will be completed using a small excavator.
If this method is found to be impractical at any of the below locations, residents and businesses will be notified to minimise impacts.

A laydown area for the delivery of pipes will be setup in the Harold Fredericks carpark opposite Oaks Oval, and utilised until the end of June 2024.
Notification of works will be delivered to businesses and residents 14 days before works commence at each location. Additionally, will be shared online throughout the works to provide updates on project completion and any disruptions where necessary.
Potential Impacts:
- Increased levels of noise and dust
- Changed traffic conditions including reduced speed limits and temporary lane closures. Traffic controllers will be available during construction working hours to assist motorists.
- Where works will cause large interference with traffic movements, temporary road closures may be incorporated and/or works may be scheduled for nightworks. In this case, significant notice will be provided. The preferred methodology is not to close roads; however, this is not possible on all occasions.
- Temporary water supply interruptions. Businesses and residents will be notified of these interruptions in writing at least 48 hours in advance.
- A slight reduction in water pressure during the use of the temporary water supply pipe.
- Temporary driveway access restrictions at times. Affected businesses and residents will be notified in advance so alternative arrangements can be made if needed.
- Temporary footpath closures. Alternative pedestrian access will be clearly signed, and site representatives will be available during construction working hours to assist pedestrians as needed.
These works are being completed through the Capital Works Water Pipelines projects to provide a safe and reliable water supply.
