Delivery Program 2023-2027 & Operational Plan 2023/2024 - Budget, Revenue Policy & Fees
The outcomes of engagement on our Delivery Program 2023-2027 & Operational Plan 2023/2024 - Budget, Revenue Policy & Fees were reported to Council on Tuesday 20 June 2023.
On submission to the meeting the motion was RESOLVED that:
- all submissions to the 2023 - 2027 Delivery Program and 2023 - 2024 Operational Plan and the Long-Term Financial 2023 - 2033 be received and noted.
- the following documents are adopted and published:
a. 2023 - 2027 Delivery Program and 2023 - 2024 Operational Plan including:
i. 2023 - 2024 Budget
ii. 2023 - 2024 Fees & Charges
iii. 2023 - 2024 Revenue Policy
b. Resourcing Strategy incorporating:
i. Long Term Financial Plan 2023 - 2033
ii. Strategic Asset Management Plan
3. any submissions relating to library fees or services be forwarded to the Richmond Tweed Regional Library committee to consider and report back to Lismore City Council
4. the budget be amended to include the following:
- $5,000 to Northern Rivers Autism Association Ltd
- $10,000 to North Coast National A&I Society
- $10,000 to Lismore Musical Festival Society

Our Draft Delivery Program and Operational Plan is now on exhibition and we are seeking your feedback.
Council, at its Extraordinary meeting on 16 May 2023, resolved to place the revised Draft Delivery Program for 2023-2027, the Operational Plan (2023/24 budget) including Fees and Charges, on public exhibition for 28 days.
The Delivery Program is a four year program of activities with clear links to demonstrate how it will help achieve the Community Strategic Plan objectives and how it will measure the success against these objectives. The Operational Plan includes projects and activities to be undertaken during the year, a detailed budget, revenue policy for rates, annual charges and fees & charges, and any proposed borrowings.
You are invited to review the draft documents and provide your feedback via submission until 9am Friday, 16 June 2023.
