The Lismore Employment Lands Project will commence in mid-2021 to construct the ‘missing’ section of Oliver Avenue between Holland Street and Pineapple Road to improve heavy vehicle access and open up more industrial land.

The project includes the following key elements (please refer to enlarged map):

  • Construction of the ‘Oliver Avenue link’, including a new bridge over Tucki Tucki Creek.
  • Construction of a new roundabout at the Oliver Avenue/Holland Street/Taylor Avenue intersection.
  • Modifications/upgrades to the existing roundabout at Bruxner Highway/Holland Street to facilitate B-double movements.
  • Construction of a new public carpark at Hepburn Park.
  • Filling of Council-owned land at 260 Oliver Ave to facilitate additional industrial lots.

Council has secured $11 million from the NSW Government and $2 million from the Federal Government for this project, with Council contributing funding of $1.17 million.


NSW Public Works Advisory has been engaged to manage the development of the detailed design and necessary environmental and planning reviews for this project. Council will undertake the construction once detailed designs are complete.

  • October 2021 update

    We wish to advise the community that the contract for the Lismore Employment Lands Project has been awarded to Alder Constructions Pty Ltd following an open tender process. NSW Public Works Advisory, who ran the tender process, have been engaged to stay on and administer the contract for the duration of the construction. Council has also engaged a local, site-based Quality Assurance Engineer with extensive road and bridge construction experience to support the delivery of this project.

    Works are anticipated to commence in November. In the meanwhile, the project team will be reviewing the Contractors; construction, safety, traffic and environmental Management plans and will provide further updates (particularly in relation to traffic changes), closer to the commencement date.

    Project Update

    Council is currently undertaking the detailed design and working through the Environmental and Planning approval process. This process involves numerous specialist assessments including:

    • Biodiversity;

    • Noise impact;

    • Traffic impact;

    • Water quality;

    • Contaminated lands; and

    • Cultural heritage.

    The findings of each assessment will be incorporated into the design and/or construction to mitigate any impacts in accordance with best practice guidelines.

    We are holding an on-site information session about the project from 8:00 to 9:00am on Tuesday, 20 April 2021 at Hepburn Park, corner of Oliver Ave and Holland St. Everyone is welcome to come along and ask questions and talk to the project team directly.
