    ROADS & BRIDGES FLOOD RESTORATION PROJECT UPDATE

    COMPLETED WORKS
    Crofton Road
    Excitingly, road pavement restoration works on Crofton Road were completed on 6 June. The works began in November 2023 to remediate significant damaged caused during the February 2022 natural disaster. Construction involved resealing 3 kilometres of road, installing guideposts, and replacing two culverts. During these works, the road remained open with stop-go traffic conditions, and we would like to thank the community for your patience during this time.
    Dorroughby Road
    After listening to the concerns of residents, work crews organised for contractors to install a new guardrail on Dorroughby Road to improve road safety. Thank you to residents for your positive feedback following the installation.

    CURRENT WORKS
    Blue Knob Road
    Work is underway on the first of four landslip sites along Blue Knob Road. Contractor CMC is currently focused on the site closest to Nimbin, where they are constructing two soil nail walls. Once this stage is underway, they will proceed to establish the second site for excavation. The restoration of all four landslips in this project is anticipated to span 10 months, subject to weather conditions.

    Eureka Road, Graham Road & Haywood Lane
    The side tracks and earthworks are completed at all three sites. On Eureka Road piling is now completed and installation of a new Inquik bridge is planned for early August. Piling commenced on Haywood Lane 26 June and is also scheduled for Inquik bridge installation early August. Following these works, piling will begin mid-July on Graham Road due to essential energy power outage required to commence these works. Throughout construction, road users will continue to utilise the side tracks to minimise traffic disruption.


    Gravel Roads – Multiple Sites
    Efforts persist in grading over 120 kilometres of 53 unsealed gravel roads, which suffered substantial damage due to declared natural disasters in December 2023 and April 2024. The most severely affected roads receive highest priority to expedite critical route restoration. This ambitious project, one of the largest of its kind, involves Council deploying six distinct work crews, strategically clustered geographically to optimise efficiency and resource allocation. Recently, HXR conducted grading on Gungas Road and expressed gratitude to the supportive residents they have encountered to date.


    Leycester Road
    Ongoing efforts are focused on repaving the entire length of Leycester Road, covering approximately 3.6 kilometres from Kyogle Road to Bice Road. Construction entails a granular overlay of the existing road surface, resealing, and upgrades to stormwater drainage. Anticipated to span approximately six months, from July to late December 2024 subject to weather conditions. the construction will impact traffic. During this period, road users will be impacted and can expect delays. During the works, residents will be impacted while construction is carried out under traffic control stop/go arrangement and a reduced speed limit. At times road users may experience long delays necessary to facilitate the construction of the new pavement.

    Newton Drive
    Construction has commenced on a second minor upslope landslip further up Newton Drive. Crews have taken advantage of favourable weather conditions during the past month proceeding to the final cleanup and rehabilitation phase. The remaining work involves sealing the road at the landslip site and the replacement of a single pipe culvert. We extend our gratitude to the community for their patience during the minor disruptions to traffic flow.

    Rogerson Road
    Benefiting from favourable weather conditions, the culvert works on Rogerson Road have advanced. These efforts entail replacing outdated steel drains with new cement pipes. Over the course of the month, the pipes were lifted and positioned in place, and the blinding was poured for the headwalls.


    Stony Chute Road
    Earthworks are now complete and site rehabilitation is underway. Drainage structures are on track to be completed by the end of the month. On drainage completion, final works include road resealing which will involve stop/go traffic control.

    Three Chain Road Quarry
    Located on 12.9 hectares, the formerly abandoned Three Chain Road Quarry has excitingly reopened. The site now serves as a revenue stream to support the creation of a rehabilitated green space and koala habitat. Managed by the Flood Restoration Roads and Bridges team, the quarry is excepting Excavated Natural Material (ENM). Any material disposed must undergo rigorous testing with documented proof of addressing strict environmental standards.


    Terania Creek Road
    Thrillingly, construction works on Bridge 3 are now complete. Crews have moved onto Bridge 2 where a side track is in place and works are underway for new approach slabs and restraint bracket installation. After, crews will relocate to Bridge 1 to construct a side-track early to mid-July and commence approach works.


    Upper Tuntable Falls Road
    Landslip remediation works are nearing completion on Upper Tuntable Falls Road including minor grading and drainage works. Images below illustrate the progress during the past few weeks for remediation at the site.
    FUTURE WORKS

    Urban Drainage
    Approvals have been received for the urban drainage works. The project will soon be tendered to local contractors for pricing, with an anticipated start date in four weeks.

    Gwynne Road
    The pavement repair designs for Gwynne Road, covering the initial 1.2 kilometres from the Jiggi Road intersection, have been finalised. The project will soon be tendered to local contractors for pricing, with an anticipated start date within the next 4 to 6 weeks.

    Environmental Rescue at Rogerson Road
    What happens when a handful of bats put a major flood restoration project on hold? When it came time to replace three large steel storm water drainage pipes with reinforced concrete pipes ones on Rogerson Road, McKees Hill, project coordinators discovered at least half a dozen micro bats had made a hole in one pipe, their home.

    Myotis Macropus: One of Australia’s most fascinating species because they’re the only bats in Australia to capture fish for food. They have large feet which they use to trawl for food near the water’s surface. Work crews had to play a waiting game until two juvenile bats were old enough to fly. But then the challenge was - how to catch the youngsters and offer them an alternative roosting venue. Eventually patience and thermal imaging cameras confirmed the two young bats took to the skies for the first time, just after sunset on 1st May.

    That night the hole was sealed, and a timber bat box installed as an alternative roost. Four bats settled into their new home but the remaining two had to be caught and housed in the box. Once the culvert work is complete it’s hoped all the bats, and their box will be relocated into the new concrete pipes.

    COMPLETED WORKS
    Crofton Road
    Road pavement restoration works on Crofton Road are on track to be completed by the end of May. Until then the road will remain open under traffic control to have minimal impact on residents, please allow extra time for delays.


    Gungas Road
    Works commenced at the end of April on Gungas Road to desilt the creek crossing at Black Sheep. This involved the removal of debris to allow the creek to flow across the full width and reduce the chance of overtopping the crossing in the future.


    Nimbin Road
    Wet weather continued to cause delays to the completion of works on Nimbin Road at the site near Shipway Road. By mid-May the road was open to two-way traffic with the final clean up completed by 24 May 2024. During the past month, works were completed for the construction drainage along the retaining wall and placement of road base layers along the full width of the road. The road has now been sealed with asphalt and guardrails installed.

    Oakey Creek Road
    In May, temporary works were completed at a landslip site along Oakey Creek Road that was identified as a safety hazard.


    CURRENT WORKS
    Multiple Road Works
    The works involve grading over 120km on 53 unsealed gravel roads which have been significantly damaged as a result of declared natural disaster events in December 2023 and April 2024. Roads with the most severe damage have been given the highest priority to ensure that critical routes are restored first. Council is deploying six separate works crews and efforts have been made to cluster the works geographically to optimise efficiency and resource allocation.     Blue Knob Road
    Works began in late May to rectify the first of two landslip sites on Blue Knob Road. These works will occur for approximately 12 months which will include an additional two sites along Blue Knob Road. The road will remain open under stop go traffic control to have minimal impact on residents.

    Eureka Road, Graham Road & Haywood Lane
    Works have commenced to replace culverts with bridges and all side tracks are in place with existing culverts removed. Future piling work is scheduled to commence in mid-June.

    Newton Drive
    Works on several minor upslope landslips and a single pipe culvert were heavily impacted this month due to weather conditions. Crews are hoping for favourable weather in June to progress the pending works which will to be completed under traffic control and will have minimal impact on the residents in this area.

    Rogerson Road
    Through successful collaboration with environmental professionals the juvenile micro bats were temporary relocated during April. This will allow works to commence replacing the steel drainage pipes with cement ones. Thank you to the community for your understanding and patience while the works continue.

    Stony Chute Road
    Following the February 2022 natural disaster, Stony Chute Road suffered extensive damage. With funding secured restoration works are now underway. The works will continue for approximately three to four weeks from 15May 2024, subject to weather conditions.


    Terania Creek Road – Bridge Updates
    Concrete approaches, scour protection, and guard rail installation are complete for Bridge 3. Final work is due to be complete late May. For Bridges 1 and 2 side track installation is nearing completion with work to recommence in June.

    Upper Tuntable Falls Road
    Landslip remediation works will be complete at the Upper Tuntable Falls slip site this week. Some minor grading and drainage works will continue into June on Upper Tuntable Falls Road, with completion expected mid June.


    FUTURE WORKS
    Gwynne Road
    The design for 1.2 kilometres of new pavement is nearing completion and once finalised the work will be put out to tender with works predicted to begin in approximately 6 weeks.

    COMPLETED WORKS

    ‘Thirst for Legacy’ – CMC Community Spirit in Nimbin
    In a heart warming display of community spirit, the CMC team involved in the Nimbin Road project recently rallied together to support the Nimbin Bowling Club. Their initiative involved recycling cans and bottles collected from their work site, with the proceeds earmarked for a noble cause: funding the installation of a BBQ area at the club. CMC head office joined in on the idea, matching the money the team raised. The Nimbin Bowlo is a non-for-profit establishment, mostly managed by dedicated volunteers, so they were very appreciative of the kind gesture. Last month the dedicated team volunteered to lay down the concrete slab. Soon other organisations came to the party with Holcim Concrete Lismore providing a discount on the concrete to fit into the budget and Nimbin Hardware donating two sheets of mesh. Additionally, several locals donated their time along with the CMC staff to place and finish the slab. CMC donated labour and supervision, as you can see from the photos many locals also provided supervision of their own. This act of gratitude was CMC’s way of expressing appreciation to the local community for their unwavering support during the team’s time in our region. Their commitment to both the project and the community exemplifies the positive impact that collaborative efforts can have. LCC would like to thank the project team for their generosity and community-minded approach!

    Black Road
    The causeway has been resurfaced following recent deterioration by high water flows. The road is now repaired and new guideposts installed.


    Coraki Road
    Geotechnical works are completed on Coraki Road they will enable engineers to design and construct remediation works to deliver roads that are safer and more durable. The design phase is now in progress.


    Guardrails Projects
    The Flood Recovery Guardrail replacement multisite works are now complete. A recent project included the installation of guardrails at Kyogle Street and Oakey Creek Bridge. Thanks to all motorists for their patience during the works.


    Road Maintenance Works - Gwynne Road, Stony Chute Road & Tuntable Falls Road
    Maintenance crews were busy inspecting and providing maintenance on many roads throughout the region. To improve road conditions, crews continued to provide pothole repairs on Tuntable Falls Road and Stony Chute Road along with grading and pothole repairs on Gwynne and Yeager roads. Priority works have also commenced for Zouch Road involving a light grade and repairs to the road surface.

    Rosebank Road
    Landslip restorations are complete at Rosebank Road. The works involved reinstating the property access track and restoring the batter and table drain along the road edge.


    CURRENT WORKS

    Crofton Road
    Road pavement restoration works are well on the way on Crofton Road. The works will be ongoing for approximately two to three months, subject to weather conditions. The road will remain open under traffic control to have minimal impact on residents, please allow extra time for delays.

    Eureka Road, Graham Road & Haywood Lane
    Works have commenced on the culvert to bridge structure replacement project at Haywood Lane. Construction has begun on installation of side tracks with piling to follow next month.


    Gungas Road
    Works commenced at the end of April on Gungas Road to desilt the creek crossing at Black Sheep. This will involve the removal of debris to allow for further rectification works.


    Newton Drive
    Works have commenced on several minor upslope landslips and a single pipe culvert. However, these works were heavily impacted this month due to weather conditions. During May, work crews are hoping for favourable weather to assist with making good progress at the sites. Works will continue to be completed under traffic control and will have minimal impact on the residents in this area.

    Nimbin Road
    Works are nearing completion on Nimbin Road at the site near Shipway Road. During the past month, works were completed for the construction drainage along the retaining wall and placement of road base layers along the full width of the road. The road has now been sealed with asphalt and guardrails installed. Remaining work includes line marking and the installation of guideposts. The road is due to be officially opened on 11 May.


    Rogerson Road
    Through successful collaboration with environmental professionals the juvenile micro bats were temporary relocated during April. Works were able to commence April 29, to start on the culvert replacement project. Thank you to the community for your understanding and patience while we relocated this projected species.


    Terania Creek – Bridge Updates
    Project is underway for bridge 1, 2 and 3. Bridge 3 has new concrete bridge approaches and scour protection completed with guardrail installation scheduled during early May. After this, installation of lateral restrains brackets will follow. Approximately 50% of bridge 2 and 1 have side track installations complete. These will continue during May, subject to weather conditions. Once completed, installation of concrete approaches and guard rail for bridges 2 and 1 will follow.

    Upper Tuntable Falls Road
    Works are underway on Landslip DM01184 near the Tuntable Falls Co-Op. However recent rain delayed the excavation process on site, weather permitting, the works are expected to take an extra three weeks. Once completed, works will commence on Landslip DM01183, located approximately 500m North of DM01184.


    FUTURE WORKS

    Blue Knob Road
    Works will commence in May on two landslip sites identified on the below map. These works will occur for approximately 12 months. The road will remain open under stop go traffic control to have minimal impact on residents.
    Branch Creek Road
    Works are progressing for the design phase of the Branch Creek culvert replacement project. IFC drawings have been issued with procurement of pre-cast components and piling underway. Construction is expected to commence in Sept.

    Cawongla Road
    Weather pending, pipe scour protection will be undertaken in May under single lane traffic control.

    Milgate Road
    During last month grading work was completed on Milgate Road. The design for the culvert is underway and a notice will be provided on these works in the next few months.

    Oakey Creek Road
    In May, works will commence for temporary landslip repair works identified on the below map for approximately two to four weeks. The road will remain open under stop go traffic control to have minimal impact on residents.
    Patterson Road
    Work is progressing for the design phase of the Paterson Road culvert replacement project with the RFQ issued for design of culvert replacement with a new bridge structure.

    COMPLETED WORKS
    Black Road
    Temporary repair works were completed on Black Road to restore access to properties for residents. This involved importing some additional rock, stabilising the current structure with no fines concrete, and adding some additional surface material to ensure the crossing remains trafficable while the design for a new structure is under way.


    Dorroughby Road
    The Dorroughby Road landslip restoration project is now completed with motorists excitingly driving the stretch over road in mid-March. The works involved stabilising the landslip embankment, installing drainage, and constructing a new road pavement. We would like to thank the community for their patience during the construction and the positive feedback we have received from road users who are enjoying this new section of the road.

    Industry Drive
    During March work crews constructed a gabion wall to improve drainage prevent future erosion on Industry Drive. The works were completed under the watchful eye of nearby preschool children, who demonstrated great anticipation at the fence each day as they watched eagerly what the machinery would do next. A highlight for our crews as they witnessed the children’s smiling faces observing the works. Thank you to the local community for your support during these works.

    Johnston Road
    Works are now complete on a storm water outlet on Johnston Road. These works included reinstating the rock erosion protection and the concrete around the top of the precast headwall.

    Road Maintenance Works - Gwynne Road, Stony Chute Road & Tuntable Falls Road
    A busy month for our maintenance crews with staff inspecting and providing maintenance on many roads throughout the region. After listening to community concerns Gwynne Road, Stony Chute Road and Tuntable Falls Road were added as priority maintenance works. To improve road conditions, crews provided pothole repairs on Stony Chute Road and Tuntable Falls Road along with light grading and filling potholes for the sealed section of Gwynne Road.


    CURRENT WORKS
    Crofton Road
    Road pavement restoration works have commenced on Crofton Road for the locations identified below. The works will occur for approximately two to three months, subject to weather conditions. The road will remain open under traffic control to have minimal impact on residents, please allow extra time for delays.


    Newton Drive
    Works have commenced on several minor upslope landslips and a single pipe culvert. Works will involve scaling of boulders and the clearing and reformation of a table drain to return the road to pre-existing condition. Works will be completed under traffic control and will have minimal impact on the residents in this area.

    Nimbin Road
    Works are progressing on Nimbin Road at the site near Shipway Road. During the past month, on the southbound lane, work crews have removed the asphalt and base material along with reshaping and installing drainage. The road pavement was also constructed, compacted, and rolled along the full width of the road. Following this, the steel barriers on top of the retaining wall were installed, allowing the traffic to shift back to the northbound lane. Next month, works are scheduled to construction drainage along the retaining wall and complete placement of the road base layers along the full width of the road. This will be followed by sealing and asphalting along the full width of the road, installing guardrails and construction of the gabion basket wall extension ready for the anticipated opening on the road in May.


    Milgate Road
    Works have commenced on Milgate Road involving road surface and drainage repairs.


    Rogerson Road
    The team are continuing to implement the appropriate protocols to ensure the safety of juvenile micro bats. Through successful collaboration with environmental professionals this protected species will be temporary relocated. This will allow the pups to complete their growth cycle during the breeding season and reduce their risk in maturing. We will provide further update when available. Thank you to the community for your patience and understanding.

    Rosebank Road
    Landslip restorations are underway at Rosebank Road. The works involve reinstating the property access track and restoring the batter and table drain along the road edge.


    Terania Creek – Bridge Updates
    The Terania Creek bridge project is underway for bridge 1, 2 and 3. The bridge approaches and guard rail footings are completed for bridge 1. During early March, work crews will commence final concrete works and installation of lateral restrain brackets for bridge 3.

    Tuntable Creek Road
    During March, maintenance works were completed on Tuntable Creek Road from Young Road heading back down the hill approximately 500m. These works involved reshaping of table drains, slashing and minor landslip remediation.


    Upper Tuntable Falls Road
    Works are underway on two landslip sites on Upper Tuntable Falls Road located near the Tuntable Falls Primary School. During the past month, a site office was established and works commenced to reinstate the existing open drains. Temporary ramps were also constructed to allow trucks entry to the slip area. The works are expected to take 6-8 weeks weather permitting.


    Zouch Road
    Priority works have commenced for Zouch Road. This will involve with a light grade and repairs to the road surface.


    FUTURE WORKS
    Gwynne Road
    Gwynne Road is currently out to design; the design will take approximately one month. After this, the project will go to tender with work will be starting on the road in approximately 8 weeks.

    Magellan Street
    New guardrails will be installed on Magellan Street in the location identified on the map below during April. The road will remain open with works completed under single lane traffic control to have minimal impact on road users.

    Pavement Investigations

    During July, Council completed pavement investigations involving drilling operations on the following roads:

    • Rock Valley / Cawongla Road
    • Crofton Road


    Cawongla Road

    During July, flood remediation drainage works were completed on Cawongla Road.


    CURRENT WORKS

    Nimbin Road

    Roadworks have commenced on two landslip sites on Nimbin Road that have been identified as significantly impacted by the February 2022 natural disaster. Funding was secured through the Disaster Recovery Funding Arrangement (DRFA). This funding is allocated to repair damage sustained during the February 2022 natural disaster only.

    Works have already commenced at both sites, with Site 1 is approximately 1 km from Nimbin and Site 2 is approximately 4 kms from Nimbin. The works are currently on program at Site 1 with bulk earthworks now completed and 80 piles out of 240 are now installed. In the following weeks, concrete works are due to commence. At Site 2, there is an approximately 2 weeks delay due to the requirement to construct additional erosion protection to stop the soil washing away in heavy rain. The gabion erosion protection will be completed this week and pile installation will commence in 2 weeks’ time.

    The works are expected to occur over 9 months from mid-May 2023 subject to weather, contractor, and material availability. This will involve piling and retaining wall construction works to allow repair of the landslips, reconstruction of pavement, reinstatement of road and guardrail barriers along with installing signs, guideposts, and line marking. Traffic control lights remain in place and existing single lane traffic control will remain in place during the works period. Council would like to thank the residents of the region for their patience during this time.

    COMPLETED WORKS

    Tuntable Creek Road

    Tuntable Creek Road experienced significant damage during the February 2022 natural disaster with 11 notable landslips recorded and a major landslip closing the road north of intersection with Rose Road. A temporary solution was designed to open the road and establish connectivity between Nimbin and The Channon while the permanent solution is designed. The temporary construction consists of stabilising the embankment below the road and excavating into the slope above the road to make a single trafficable lane. The stabilisation will use up to 160 8m long soil nails and over 400m2 of sprayed concrete. Additionally, crews are also reconstructing pavement through the slip zone and installing light traffic control.     Cawongla Road

    The Cawongla Road pipes’ replacement project was ahead of schedule and the road opened at the end of January before school started. The works consisted of replacing two culverts that suffered significant damage during the 2022 floods.


    Gwynne Road

    Temporary repair of damaged pavement was recently completed for Gwynne Road. During these works, the crews also performed scour repair and mulching vegetation along with cleaning drains and pipes to improve the roads condition.


    Unsealed Roads

    Overlay works to repair damages from the October flood event were recently completed for Lagoon Grass Road, Howards Grass Road, Cusack Road, Booerie Creek Road, Hewitt Road, Swan Bay Road, and Sheehan Road.


    Johnston Road

    Temporary patching works across slip single lane were recently completed for Johnston Road.


    CURRENT WORKS

    Crofton Road & Rock Valley Road
    Drainage works are continuing for Crofton Road and Rock Valley Road these include desilt and reshape table drainage, installing headwalls and pipe extensions as required to ensure water runoff from the road, to prevent future road damages from occurring.


    Wyrallah Road

    Pavement rehabilitation works started at the end of January to reconstruct and rehabilitate approximately 500m of Wyrallah Road.     FUTURE WORKS

    Town Road

    Funding through the Fixing Country Bridges program has been awarded to replace the damaged structure with a new bridge. The bridge superstructure is currently being constructed in France with an innovative steel beam that will be launched into place in one piece. A unique type of structure, this bridge will be the first in the region. A general plan of the works is provided below. The Town Road bridge superstructure will be delivered at the end of May 2023. Civil works are scheduled to begin in April 2023 with a planned completion in late July 2023, subject to fine weather. Further updates will be provided towards the end of March 2023.


    Mackie Road

    Following the 2020 natural disaster the Mackie Road causeway at Johnston Creek suffered extensive damage. Funding has been awarded to replace the damaged structure with a bridge to reduce impediments to fish passage. The Mackie Road culvert to bridge replacement at Johnston Creek, works will begin on the 13th of March for approximately three months with a planned completion in late June 2023, subject to fine weather. Due to the nature of the works a full 24-hour hard road closure is required during the March – June 2023 works period around the location detailed on the map below.
