    Council wishes to advise of upcoming works on the listed roads below. The works involve grading over 120km of unsealed gravel roads which have been significantly damaged as a result of declared natural disaster events AGRN1101 (December 2023) and AGRN1119 (April 2024).

    What are the works?

    Roads with the most severe damage have been given the highest priority to ensure that critical routes are restored first. Council is deploying six separate works crews and efforts have been made to cluster the works geographically to optimise efficiency and resource allocation.

    The works will begin to commence this week, though will not all begin simultaneously due to contractor availability. These works will take approximately three months to complete, weather permitting.

    We understand the importance of these roads to our daily commutes, emergency services, and local economy, and we are committed to restoring them to their optimal condition quickly. Motorists will be notified of road changes via roadside signage. We apologise in advance for any disruptions you may experience while we carry out this essential work.

    We are in the process of assessing various additional roads to be included in the scope of these recovery works. Our goal is to ensure comprehensive restoration and long-term resilience of our unsealed gravel road network. The funding for this engagement is granted by Transport for NSW (TfNSW) under the Disaster Recovery Funding Arrangements (DRFA) guidelines to reconstruct eligible assets to pre-disaster function.


    Works Criteria

    The works have been carefully distributed and prioritised based on the following criteria:

    • Scale of Damage: Roads with the most severe damage have been given the highest priority to ensure that critical routes are restored first.
    • Contractor Availability: We have coordinated with available contractors to expedite the commencement of these essential repairs.
    • Group Locality: Efforts have been made to cluster the works geographically to optimise efficiency and resource allocation.

    ROADS & BRIDGES FLOOD RESTORATION PROJECT UPDATE

    COMPLETED WORKS

    Keerrong Road

    Works were completed during October on Keerrong Road for excavation of slipped material and reconstruction of the road embankment. The works were carried out over 3 weeks and Council would like to thank the community for their support during the road closure.


    Tuntable Creek Road

    During October, new road signs were installed to assist with future road closures for Tuntable Creek Road. The extra signs will allow Council to notify residents of closures before reaching the closed site, helping to reduce detour times.


    CURRENT WORKS

    Crofton Road

    This week, the first 500 metres of the road section will undergo restoration. Due to extensive damage, this section will be converted into a gravel road to facilitate the smooth flow of construction vehicles until the works are completed. Additionally, starting next week, pavement restoration works will commence from the other end of the road, and will be carried out for next two months ensuring improvements to enhance the road's overall condition.


    Carabeen Place

    Funding was secured for works to commence on Carabeen Road in October to repair damages caused during the 2022 natural disaster. The works includes restoring the batter to its original condition with rockfill and ensuring the drainage is adequate for future events.


    Nimbin Road

    Works are continuing for Nimbin Road, with the Site Km1 recently completing the placement of fine concrete blocks and backfill behind the retaining wall. The next steps are to backfill the underside of the road pavement layers and complete placement of the culvert outlet. Once completed, the road pavement construction will start along with earthworks around the retaining wall. Site Km4 recently completed the installation of 180 piles with the remaining piles to be completed at the beginning of November. Concrete pouring for the first section of the pile cap commenced late October with works currently underway for the first section of the 50m long blinding layer.


    FUTURE WORKS

    Traffic Barriers

    Rural roads in the Lismore Local Government Area will have some of the creek crossings with damaged traffic barriers replaced during November. Approximately 15 crossings will be included as part of the Flood Disaster Recovery Funding Arrangements (DRFA) funding.

    Terania Creek Road

    Works are schedule to commence at Terania Creek Road on Bridge No. 3 during early November. These works will initially entail construction of a temporary side track next to the bridge so traffic can be detoured. After, works commence on installation of the new concrete bridge approaches. These works are expected to take approximately three to four weeks and will then move only Bridge No. 2, followed by Bridge No. 1. A VMS board will be installed prior to detouring traffic.


    Rogerson Road

    Funding is now approved for culvert works to Rogerson Road. During the Feb 2022 flood event, the Rogerson Road culvert had corrugated pipes that were severely scoured as well as the pipe bedding being eroded. The corrugated pipes will be replaced with precast concrete pipes to meet current engineering standards. Tendering is about to start for the works and members of our team are meeting with residents to discuss the works and notify them of any interruptions for the road.

    COMPLETED WORKS

    Bungabbee Road

    Recently the Bungabbee Road bridge approaches works were completed to repair damages from the 2022 natural disaster. The works involved re-construction of the damaged approaches and re-instatement of guard rails, drainage, and scour protection around abutments.


    Dudgeon Road Bridge

    Works were scheduled and completed last month to repair the flood damaged Bungabbee Road bridge approaches. The works involved re-construction of the damaged approaches and re-instatement of guard rails, drainage, and scour protection around abutments.

    Our interactive map recently underwent upgrades to improve user experience and include other flood recovery departments. Water and wastewater along with Flood Restoration Building projects have now been implemented into the map and in the coming month the flood restoration buildings will all be included. The map assists the community with finding efficient, up-to-date information about restoration works.


    CURRENT WORKS

    Nimbin Road

    Works are continuing for the Nimbin Road landslips. Site Km1, located 1 Km from Nimbin has all the concrete works and piling complete with the installation of block wall in progress. This site is on schedule for the road to be fully open before Christmas. Site Km4, located 4 Km’s from Nimbin is currently undergoing construction of gabion walls, these are used for scour protection, which prevents soil from being washed away and helps strengthen the road. The site also has piling in progress with approximately 30% completed.


    Keerrong Road

    Works have commenced on Keerrong Road for excavation of slipped material and reconstruction of the road embankment. The works are scheduled for approximately 3 weeks, subject to weather, contractor, and material availability. A full road closure will be required around the works zone throughout the works period. A detour is available via Pinchin Road, motorists will be notified ahead of the closure via roadside signage, updated through www.livetraffic.com. Residents will have access to their properties via Pinchin Road and The Channon Road but will be unable to drive through the landslip work zone. Please adhere to all road closed signs and directions from any traffic controllers.


    Geotechnical Investigations

    The Lismore City Council (LCC), Flood Recovery – Roads and Bridges team recently secured interim funding for additional geotechnical investigations and survey to commence on several flood affected roads. Initial investigations took place in 2022 to inform the designers about the geological conditions and failure mechanism. This information was used to apply for funding to repair. Additional investigations are now required to inform the final design.

    Geotechnical drilling is a type of drilling that is performed as part of the construction process to assist with better understanding a site. Investigations involve collecting rock and soil samples to obtain data regarding surface and subsurface examination. These samples provide valuable insights into the physical properties of the site, enabling engineers to design and construct remediation works to deliver roads that are safer and more durable.

    Roads approved for investigations include Bice Road, Bishops Creek Road, Black Road, Blue Knob Road, Boyle Road, Cawongla Road, Cosy Camp Road, Cross Road, Gungas Road, Johnston Road, Koonorigan Road, Lillian Rock, Martin Road, Mountain Top Road, Oakey Creek Road, Orion Street, Rock Valley Road, Skyline Road, Stanger Road, Stony Chute Road, Terania Creek Road, The Channon Road, Tuntable Creek Road, Upper Tuntable Falls Road, Wallace Road, Whian Whian Road, Yeager Road and Zouch Road.


    Cawongla Road

    Significant changes to the traffic control measures at the Cawongla Road Landslide site, near Martin Road, were recently implemented. It was identified that the site was deemed unsafe due to technical issues with the traffic lights, including repeated battery charge depletion, and concerns about safety. Therefore, the traffic lights previously regulating traffic flow have been replaced with a “Give Way” sign and a “Stop” sign. This decision was prompted by multiple incidents of road users running the red lights, posing a serious safety hazard. The new signage system aims to simplify traffic management while mitigating potential hazards. All signage has been installed as per the amended traffic guidance scheme, and a comprehensive risk assessment was conducted before implementing these changes to ensure the safety of all individuals travelling through the site.

    COMPLETED WORKS

    Terania Creek Road

    Council recently completed maintenance work on Terania Creek Road to improve safety for road users. Guideposts were added, debris cleared, and large boulders removed which were partially blocking the road. The Flood Recovery – Roads and Bridges team would like to thank the community for their positive feedback and resilience during the flood restoration process.


    Whian Whian Road - Simes Bridges

    During the February 2022 natural disaster, the northern abutment of Simes Bridge on Whian Whian Road was impacted. Temporary works were carried out to restore access and the site is currently limited to one-lane traffic access under a give-way arrangement. The bridge is currently under restrictions and monitoring due to the flood damage. However, it was opened on August 10, to two lanes at reduced speeds to improve travel for residents. The bridge will continue to be sign posted limiting motorists to 40km/hr and speed bumps have been installed on the road entering the bridge.

    CURRENT WORKS

    The piling works were completed on August 23rd for Site 1km, approximately 1 Km from Nimbin. The drilling rig has now been relocated to Site 4km, approximately 4 Kms from Nimbin. The concreting of the pile cap, the base of the block retaining wall, has also commenced. Earthworks are now complete, and the piling is due to commence at the 4km site in early September.

    Works have been completed on Jiggi Road to address immediate issues caused from the February and March 2022 floods.     Drainage works are continuing for Keerrong Road these include desilt and reshape table drainage, while installing headwalls and pipe extensions as required to ensure water runoff from the road, to prevent future road damages from occurring.

    Tuntable Creek Road

    Restoration works are continuing along Tuntable Creek Road. Landslip repairs are currently underway through stabilisation works to allow rehabilitation of landslip and reinstatement of road and guardrail barrier.

    The photos below outline the restoration effort including works performed by a 16-tonne hydraulic crawler mounted drill rig. This remote operated machine is designed for geotechnical site investigations and is drilling around 8m into the embankment.

    FUTURE WORKS - SEALED ROADS

    Cawongla Road / Quilty Road

    All preliminary works on Cawongla Road are completed ready to commence works on the 3rd of January 2023. Quilty road has been graded and prepared for the detour route to commence on the 3rd of January 2023, vegetation trimming has been completed and drainage works have also been completed.     Please note, there are several road and bridge projects progressing concurrently. Below are updates of some projects progressing this week.

    Caniaba Road - Shoulder widening and kerb and gutter installation completed, awaiting pavement backfill against kerb.

    Blue Knob Road - Drainage and preparation work started this week, with further stabilisation works scheduled on various sections for next week - subject to weather, contractor and material availability. The landslip is being monitored as scope of works is determined.

    Gravel road repairs - Young Road, Noble Road, Robb Road, Milgate Road, Beardow Road, Browning Road, Fairfull Road, Gibson Lane have all undergone maintenance. Upcoming maintenance is scheduled for Webber Road, Cook Road, Tulk Road, Fraser Road, Rose Road, Wybelena Road and Gray Road.

    Gundurimba Road - Drainage works are scheduled for completion on various sections.

    Gungas Road - Emergency culvert repair on Gungas Road, following damage sustained after recent heavy rainfall.

    James Gibson Road - Temporary patching is scheduled, while scope of works for remediation is finalised.

    Jiggi Road - First section has been completed, with an additional five to be completed. There have some delays due to weather, with scope of works reviewed to ensure damages due to heavy rainfall are remediated. Proposed works include pavement rehabilitation and drainage works.

    Keerrong Road - Final stages of works, with a tidy up to be completed. Additional sections are scheduled for maintenance in December.

    Nimbin Road - Drainage and Stabilisation are being completed on Nimbin Road with four patches completed out for the six scoped for repair. Guide posting and line marking works still to be completed. Stabilisation works are also scheduled for Nimbin Road (near Shipway Drive and Swift Road) in the coming weeks - subject to weather, contractor and material availability.

    Pinchin Road - Final stages of completion on the sections of heavy patching works.

    Canaiba Road - Shoulder widening and kerb gutter installation completed. Awaiting pavement backfill against the kerb.

    Cowlong Road - Final stage of construction has been completed. Drainage currently undergoing review.

    Crofton Road - Damages have been scoped, and will be submitted this week.

    Dunoon Road - Approved for heavy patch stabilising in flood damaged sections. Schedule of works to be confirmed shortly.

    Fernside Road - Fernside Bridge side-track bitumen sealing and culvert shotcrete application completed.

    Gravel road repairs - Numulgi Creek Road, Beddoes Road, Borton Road will be undergoing repairs this week. Gravel road maintenance continues for Precinct 12 (Corndale, Dunoon and Rosebank). Gravel Roads in Precinct 11 (The Channon, Terania Creek and Tuntable Creek) scheduled for October.

    Gray Road - Works are progressing, with drainage still to be completed. Vegetation management is currently being reviewed.

    Gungas Road - Erosion protection works to commence shortly.

    Jiggi Road - Some sections have been completed, with additional pavement repair works still to be scheduled. These works will continue as subsequent projects are completed in the area, to ensure efficiency.

    Keerrong Road - Culvert replacement between Keerrong Bridge Road and Nimbin Road. Single lane road closure will be in place as works are completed. Please adhere to road signage and drive with caution.

    Koonorigan Road - The landslip area has been assessed, and safe for motorists. Please drive to the conditions. This will continue to be monitored and is under review for works. Heavy patch stabilising has been approved, and received funding. Emergency patching adjacent to the hall is scheduled to commence shortly.

    Nimbin Road - A total of six heavy patching sections to be repaired. All drainage works have been completed on first three patches, with drainage works on the final three to be completed by end of next week. Approximately 1km of the first patch has been sealed, with seal on the other half of this section still to be completed.

    Northcott Road - Final stage of Northcott Road has been completed.

    Pinchin Road - Five heavy patching sections have been completed. One additional section remaining; only final trim and seal left to be completed. All drainage works and embankment failure/slip remediation completed (gabion wall constructed, damaged pipe replaced, road surface and pavement reinstated).

    Richmond Hill Road - Damaged section of pavement adjacent to Richmond Hill landslip resealed. Further shoulder work, guide posting, and line marking still to be completed.

    Sexton Bridge - Abutment works underway. Installation of both abutments’ formwork on Wednesday 14th September with concrete poured Thursday 15th September. Bridge beams have now been landed, with skirting and abutment concrete pouring scheduled for the coming week (weather permitting).

    Tuckurimba Road - Temporary pothole repairs have been completed on a number of major potholes. Due to the low lying nature of the road, a flood study is required prior to permanent heavy patching works. These heavy patching works may change the road level, further details will be shared following assessments.

    A single lane road closure will be commencing shortly, to undertake works on a section of Keerrong Road, between Nimbin Road and Keerrong Bridge Road. Motorists are advised to drive with caution, and adhere to signage.

    A new culvert crossing is required to allow a larger capacity of water flow from one side of the road, to the other. This will reduce the possibility of future failures.

    This planned work is funded by Commonwealth and State Governments.

    Updates for these works will be posted on this page, and can be viewed by selecting 'Keerrong Road' under the Projects By Name.

    ***Please note, residents of Keerrong Road may have received a letter notification of a closure required for Saturday 24 September 2022. This full road closure is no longer required.***
