    ROADS & BRIDGES FLOOD RESTORATION PROJECT UPDATE

    COMPLETED WORKS

    Cawongla Road
    Recently work crews made the road wider on Cawongla Road around the landslip area. You can locate the exact region through viewing our IntraMaps and selecting ‘Major Flood Recovery Works’ these works are found at damage No. DM00666.


    Geotechnical Investigations
    During the month our contractors closed Wallace Road and Oakey Creek Road to perform geotechnical investigations. This involved using a drilling rig to understand subsurface conditions. We would like to thank residents for your patience and resilience during this time.


    Koonorigan Road
    Road maintenance works were recently completed for Koonorigan Road with a new seal laid to improve the road condition and impact on residents. Geotechnical investigations were also performed during this period, and we would like to thank the community for their continuing patience.

    CURRENT WORKS

    Carabeen Place
    Carabeen Place is progressing on schedule with asphalt now completed at the site. Work crews are finalising works to prepare for a reopening of the site. Thank you to the residents for your patience during the works period.


    Nimbin Road
    The works are progressing on schedule for Nimbin Road with Site Km1.0 is on track to open before the end of the year. The total extension of the remediation works for the site is 120m with 239 piles now installed with the total length of 3,226 linear meters. Additionally, 150m3 of concrete have been used for the construction of the pile cap with 611 blocks placed on top of the pile cap to allow the reconstruction of the road.


    FUTURE WORKS

    Zouch Road
    Following the February 2022 natural disaster, Zouch Road suffered extensive damage. Funding has now been secured to complete geotechnical investigations using a drilling rig to understand subsurface conditions. The full road closure will no longer be in place as work crews have been able to contract a smaller drilling rig for the works. A smaller rig allows the team to establish a temporary track for resident cars to drive through the work zone to access their properties during the works period. As a result of this change, the works will change to occur from 7am to 5pm between the 6th to 15th of December. The works are located approximately between the intersection with Stoney Chute Road and to the west along Zouch Road approximately 400m. Motorists will be notified of further information via roadside signage and updated through www.livetraffic.com. Emergency services vehicles will be accommodated during these works. Please adhere to all road closed signs and directions from any traffic controllers and expect delays. We apologise for any inconvenience.     COMPLETED WORKS

    Keerrong Road

    Works were completed during October on Keerrong Road for excavation of slipped material and reconstruction of the road embankment. The works were carried out over 3 weeks and Council would like to thank the community for their support during the road closure.


    Tuntable Creek Road

    During October, new road signs were installed to assist with future road closures for Tuntable Creek Road. The extra signs will allow Council to notify residents of closures before reaching the closed site, helping to reduce detour times.


    CURRENT WORKS

    Crofton Road

    This week, the first 500 metres of the road section will undergo restoration. Due to extensive damage, this section will be converted into a gravel road to facilitate the smooth flow of construction vehicles until the works are completed. Additionally, starting next week, pavement restoration works will commence from the other end of the road, and will be carried out for next two months ensuring improvements to enhance the road's overall condition.


    Carabeen Place

    Funding was secured for works to commence on Carabeen Road in October to repair damages caused during the 2022 natural disaster. The works includes restoring the batter to its original condition with rockfill and ensuring the drainage is adequate for future events.


    Nimbin Road

    Works are continuing for Nimbin Road, with the Site Km1 recently completing the placement of fine concrete blocks and backfill behind the retaining wall. The next steps are to backfill the underside of the road pavement layers and complete placement of the culvert outlet. Once completed, the road pavement construction will start along with earthworks around the retaining wall. Site Km4 recently completed the installation of 180 piles with the remaining piles to be completed at the beginning of November. Concrete pouring for the first section of the pile cap commenced late October with works currently underway for the first section of the 50m long blinding layer.


    FUTURE WORKS

    Traffic Barriers

    Rural roads in the Lismore Local Government Area will have some of the creek crossings with damaged traffic barriers replaced during November. Approximately 15 crossings will be included as part of the Flood Disaster Recovery Funding Arrangements (DRFA) funding.

    Terania Creek Road

    Works are schedule to commence at Terania Creek Road on Bridge No. 3 during early November. These works will initially entail construction of a temporary side track next to the bridge so traffic can be detoured. After, works commence on installation of the new concrete bridge approaches. These works are expected to take approximately three to four weeks and will then move only Bridge No. 2, followed by Bridge No. 1. A VMS board will be installed prior to detouring traffic.


    Rogerson Road

    Funding is now approved for culvert works to Rogerson Road. During the Feb 2022 flood event, the Rogerson Road culvert had corrugated pipes that were severely scoured as well as the pipe bedding being eroded. The corrugated pipes will be replaced with precast concrete pipes to meet current engineering standards. Tendering is about to start for the works and members of our team are meeting with residents to discuss the works and notify them of any interruptions for the road.

    COMPLETED WORKS

    Bungabbee Road

    Recently the Bungabbee Road bridge approaches works were completed to repair damages from the 2022 natural disaster. The works involved re-construction of the damaged approaches and re-instatement of guard rails, drainage, and scour protection around abutments.


    Dudgeon Road Bridge

    Works were scheduled and completed last month to repair the flood damaged Bungabbee Road bridge approaches. The works involved re-construction of the damaged approaches and re-instatement of guard rails, drainage, and scour protection around abutments.


    Major Flood Recovery Works Map

    Our interactive map recently underwent upgrades to improve user experience and include other flood recovery departments. Water and wastewater along with Flood Restoration Building projects have now been implemented into the map and in the coming month the flood restoration buildings will all be included. The map assists the community with finding efficient, up-to-date information about restoration works.


    CURRENT WORKS

    Nimbin Road

    Works are continuing for the Nimbin Road landslips. Site Km1, located 1 Km from Nimbin has all the concrete works and piling complete with the installation of block wall in progress. This site is on schedule for the road to be fully open before Christmas. Site Km4, located 4 Km’s from Nimbin is currently undergoing construction of gabion walls, these are used for scour protection, which prevents soil from being washed away and helps strengthen the road. The site also has piling in progress with approximately 30% completed.


    Keerrong Road

The works are scheduled for approximately 3 weeks, subject to weather, contractor, and material availability. A full road closure will be required around the works zone throughout the works period. A detour is available via Pinchin Road, motorists will be notified ahead of the closure via roadside signage, updated through www.livetraffic.com. Residents will have access to their properties via Pinchin Road and The Channon Road but will be unable to drive through the landslip work zone. Please adhere to all road closed signs and directions from any traffic controllers.


    Geotechnical Investigations

    The Lismore City Council (LCC), Flood Recovery – Roads and Bridges team recently secured interim funding for additional geotechnical investigations and survey to commence on several flood affected roads. Initial investigations took place in 2022 to inform the designers about the geological conditions and failure mechanism. This information was used to apply for funding to repair. Additional investigations are now required to inform the final design.

    Geotechnical drilling is a type of drilling that is performed as part of the construction process to assist with better understanding a site. Investigations involve collecting rock and soil samples to obtain data regarding surface and subsurface examination. These samples provide valuable insights into the physical properties of the site, enabling engineers to design and construct remediation works to deliver roads that are safer and more durable.

    Roads approved for investigations include Bice Road, Bishops Creek Road, Black Road, Blue Knob Road, Boyle Road, Cawongla Road, Cosy Camp Road, Cross Road, Gungas Road, Johnston Road, Koonorigan Road, Lillian Rock, Martin Road, Mountain Top Road, Oakey Creek Road, Orion Street, Rock Valley Road, Skyline Road, Stanger Road, Stony Chute Road, Terania Creek Road, The Channon Road, Tuntable Creek Road, Upper Tuntable Falls Road, Wallace Road, Whian Whian Road, Yeager Road and Zouch Road.


    Cawongla Road

    Significant changes to the traffic control measures at the Cawongla Road Landslide site, near Martin Road, were recently implemented. It was identified that the site was deemed unsafe due to technical issues with the traffic lights, including repeated battery charge depletion, and concerns about safety. Therefore, the traffic lights previously regulating traffic flow have been replaced with a “Give Way” sign and a “Stop” sign. This decision was prompted by multiple incidents of road users running the red lights, posing a serious safety hazard. The new signage system aims to simplify traffic management while mitigating potential hazards. All signage has been installed as per the amended traffic guidance scheme, and a comprehensive risk assessment was conducted before implementing these changes to ensure the safety of all individuals travelling through the site.

    COMPLETED WORKS

    Terania Creek Road

    Council recently completed maintenance work on Terania Creek Road to improve safety for road users. Guideposts were added, debris cleared, and large boulders removed which were partially blocking the road. The Flood Recovery – Roads and Bridges team would like to thank the community for their positive feedback and resilience during the flood restoration process.


    Whian Whian Road - Simes Bridges

    During the February 2022 natural disaster, the northern abutment of Simes Bridge on Whian Whian Road was impacted. Temporary works were carried out to restore access and the site is currently limited to one-lane traffic access under a give-way arrangement. The bridge is currently under restrictions and monitoring due to the flood damage. However, it was opened on August 10, to two lanes at reduced speeds to improve travel for residents. The bridge will continue to be sign posted limiting motorists to 40km/hr and speed bumps have been installed on the road entering the bridge.

    The piling works were completed on August 23rd for Site 1km, approximately 1 Km from Nimbin. The drilling rig has now been relocated to Site 4km, approximately 4 Kms from Nimbin. The concreting of the pile cap, the base of the block retaining wall, has also commenced. Earthworks are now complete, and the piling is due to commence at the 4km site in early September.


    FUTURE WORKS

    Keerrong Road

    Following the February 2022 natural disaster, Keerrong Road suffered extensive damage due to landslips and erosion. Funding has now been secured to complete restoration works. Works are located at Keerrong Road and will begin from 14 September 2023 for approximately 3 weeks, subject to weather, contractor and material availability. The works will include excavation of slipped material and reconstruction of the road embankment. A full road closure will be required around the works zone throughout the works period. A detour is available via Pinchin Road, motorists will be notified ahead of the closure via roadside signage, updated through www.livetraffic.com, and on Your Say (details below). Residents will have access to their properties via Pinchin Road and The Channon Road but will be unable to drive through the landslip work zone.     Pavement Investigations

    During July, Council completed pavement investigations involving drilling operations on the following roads:

    • Rock Valley / Cawongla Road
    • Crofton Road


    Cawongla Road

    During July, flood remediation drainage works were completed on Cawongla Road.


    CURRENT WORKS

    Nimbin Road

    Roadworks have commenced on two landslip sites on Nimbin Road that have been identified as significantly impacted by the February 2022 natural disaster. Funding was secured through the Disaster Recovery Funding Arrangement (DRFA). This funding is allocated to repair damage sustained during the February 2022 natural disaster only.

    Works have already commenced at both sites, with Site 1 is approximately 1 km from Nimbin and Site 2 is approximately 4 kms from Nimbin. The works are currently on program at Site 1 with bulk earthworks now completed and 80 piles out of 240 are now installed. In the following weeks, concrete works are due to commence. At Site 2, there is an approximately 2 weeks delay due to the requirement to construct additional erosion protection to stop the soil washing away in heavy rain. The gabion erosion protection will be completed this week and pile installation will commence in 2 weeks’ time.

    The works are expected to occur over 9 months from mid-May 2023 subject to weather, contractor, and material availability. This will involve piling and retaining wall construction works to allow repair of the landslips, reconstruction of pavement, reinstatement of road and guardrail barriers along with installing signs, guideposts, and line marking. Traffic control lights remain in place and existing single lane traffic control will remain in place during the works period. Council would like to thank the residents of the region for their patience during this time.


    Pavement Investigations

    CURRENT WORKS

    Nimbin Road

    Council has commenced roadworks on two landslip sites on Nimbin Road that have been identified as significantly impacted by the February 2022 natural disaster. Works have already commenced at both sites, with Site 1 is approximately 1 km from Nimbin and Site 2 is approximately 4 kms from Nimbin. During the past month, both sites have undergone site establishment, installation of steel barriers and traffic lights, establishment of safety and environmental control, tree cutting along the entire embankment slope, removal of road materials including asphalt, and preliminary excavation ready for drilling operations.

    The activities scheduled during the next month for both sites include completion of preliminary excavation, completion of working platform for drilling operation, excavation of working benches (a series of horizontal steps with near-vertical surfaces between them), completion of piling operation and construction of rock embankment at site 2. The works are expected to occur over 9 months from mid-May 2023 subject to weather, contractor, and material availability. This will involve piling and retaining wall construction works to allow repair of the landslips, reconstruction of pavement, reinstatement of road and guardrail barriers along with installing signs, guideposts, and line marking. Traffic control lights remain in place and existing single lane traffic control will remain in place during the works period. Council would like to thank the residents of the region for their patience during this time.


    Town Road

    Funding was awarded by the NSW Government through its Fixing Country Bridges program to replace the damaged structure at Town Road, Terania Creek with a new steel superstructure bridge. Piling works are well underway installing the four 1.2m diameter x 13.5m deep bored concrete piles. The first pile has been drilled to depth and its concrete placed with the second and third pile to be completed at the beginning of July. The upcoming weather system will likely delay the installation of the fourth and final pile. Following completion of the piling activities, works will commence on forming up the abutments. The steel bridge structure has also recently been dispatched from France and is currently on route and is expected in the Port of Brisbane in approximately 45 days.


    Whian Whian Road – Simes Bridge (Vandalism)

    We want to thank the local residents who use Whian Whian Road for their patience with what is a difficult process to repair Simes Bridge. Unfortunately, late Friday night (23rd June), the traffic barriers used to reduce the bridge to one lane were thrown over the edge and into the creek below. Simes Bridge suffered damage last year from massive weather events and shortly afterwards was inspected and assessed by independent engineers. The bridge is able to remain open to a single lane of traffic only. Single-lane access reduces the load impacting the bridge and avoids a closure to Whian Whian Road at this point. Traffic barriers are required to manage single-lane access. Criminal activity can be reported to the Police. Council has a call centre for reporting damages to community property; please phone 0266 250 500 or email council@lismore.nsw.gov.au


    Tuntable Creek Road

    We would like to thank the Tuntable Creek community for the wonderful feedback we have received about our new SMS Broadcast system.

    In the event of rainfall exceeding our trigger level or other significant changes, the temporary track will be closed again at short notice. We apologise for the disruption this causes and delays in travelling alternative routes. To reduce the inconvenience, the Flood Recovery – Roads and Bridges team were granted access to an SMS Broadcast service to generate a contact list for Tuntable Creek Road emergency road shutdowns. Residents can join this broadcast list, through emailing floodrecoveryroadsbridges@lismore.nsw.gov.au your name, mobile number, and permission to contact via SMS.


    FUTURE WORKS

    Dudgeon Road & Bungabbee Road – Bridge Approaches

    Works are due to commence in the next two weeks on the reinstatement of Dudgeon Bridge approaches on Dudgeon Road. These works will involve removal and reinstatement of the flood damaged bridge approaches which will include an asphalt wearing surface. Following completion of Dudgeon Bridge, works will then commence on Bungabbee Bridge approaches. Both projects will take approximately two weeks each to complete.


    Branch Creek Crossing, Terania Creek Road

    Following the 2022 natural disaster Terania Creek Road suffered extensive damage. Due to the nature and high number of damages incurred, works are being finalised on how best to provide timely improvements for the community and road users. The current structure at Branch Creek has received funding from the Disaster Recovery Funding Arrangements (DRFA) for replacement of the flood damaged asset. Works will include replacing the current box culvert structure with a 16m bridge and extending erosion protection to the edge of the road. The funding application for other damages on Terania Creek Road are currently being assessed. Survey and design work commenced in June 2023 for the replacement structure and works will commence in 2024.

    COMPLETED WORKS

    Wallace Road

    Council recently completed temporary pavement patching works around the slip area on Wallace Road to improve road surface conditions. The works are a temporary measure, until permanent pavement rehabilitation works are scheduled.


    Mackie Road

    Following the AGRN943 2020 natural disaster the Mackie Road causeway at Johnston Creek suffered extensive damage. Funding was awarded to replace the damaged structure with a bridge to reduce impediments to fish passage. The Mackie Road culvert to bridge replacement at Johnston Creek works are now completed with the road opening at the end of May 2023. Work at site began in March and during May the bridge concrete pours, guardrail installation and bridge approaches were completed, with the final stage of works involving bitumen sealing and batter protection. Council would like to thank residents and road users for their patience during the road closure.


    CURRENT WORKS

    Tuntable Creek Road

    Recently, council staff were forced to close Tuntable Creek Road for two days due to rainfall. We apologise to the community for the inconvenience caused and delays in travelling alternative routes. As the site has not had its permanent repair designed and constructed, a management plan is in place which requires visual inspections, geotechnical instrument readings, surveying monitoring, rain records and photograph evidence. In the event of rainfall exceeding our trigger level or other significant changes, the temporary track will be closed again at short notice.     Nimbin Road

    Council commenced roadworks on two landslip sites on Nimbin Road during May. The first major construction works involve tree felling for both sites, with site one having larger trees which will land on the road. The works are expected to occur over 9 months from mid-May 2023 subject to weather, contractor, and material availability. This will involve piling and retaining wall construction works to allow repair of the landslips, reconstruction of pavement, reinstatement of road and guardrail barriers along with installing signs, guideposts, and line marking. Traffic control lights remain in place and existing single lane traffic control will remain in place during the works period. Road users are advised to follow VMS boards and signage, with delays expected as these works commence.


    Town Road

    Funding was awarded by the NSW Government through its Fixing Country Bridges program to replace the damaged structure at Town Road, Terania Creek with a new steel superstructure bridge. The innovative steel structure has been constructed in France and will be launched into place in one piece. Unique for the area, this type of structure will be the first in the region. Works have recommenced at the site in April 2023, where a temporary track has now been constructed in preparation for bridges piling. A planned completion date is scheduled for September 2023, subject to weather, contractor, and material availability.


    Wyrallah Road & Wyrallah Ferry Road

    During May, the rock bridging layer and subbase layer were completed for Wyrallah Ferry Road intersection, with works starting at the end of May on drainage. Pipes were also laid through the park at Wyrallah Ferry Road Intersection. During June, all drainage works are scheduled to be completed followed by site clean-up and project completion.


    Cawongla Road

    Drainage works on Cawongla Road are continuing with two new sections recently completed. It is anticipated work crews will reach the halfway mark next week. Council would like thank residents for their positive feedback and continued patience as the works progress.


    FUTURE WORKS

    Branch Creek Crossing, Terania Creek Road

    Following the 2022 natural disaster Terania Creek Road suffered extensive damage. Due to the nature and high number of damages incurred, works are being finalised on how best to provide timely improvements for the community and road users. The current structure at Branch Creek Crossing has received funding from disaster recovery funding arrangement (DRFA) for replacement of the flood damaged asset. An alternative structure is necessary to increase resilience of the network. Works will include replacing the current box culvert structure with a 16m bridge and extending erosion protection to the edge of the road.     Council will undertake roadworks on two landslip sites on Nimbin Road that have been identified as significantly impacted by the February 2022 natural disaster, based on pre and post disaster assessments. Funding has been secured through the disaster recovery funding arrangement (DRFA). This funding is allocated to repair damage sustained during the February 2022 natural disaster only.

    The first major construction works will commence this week at both sites. These works involve tree felling for both sites, with site one having larger trees which will land on the road. Road users are advised to follow VMS boards and signage, with delays expected as these works commence.

    The works are expected to occur over 9 months from mid-May 2023 subject to weather, contractor, and material availability. This will involve piling and retaining wall construction works to allow repair of the landslips, reconstruction of pavement, reinstatement of road and guardrail barriers along with installing signs, guideposts, and line marking. Traffic control lights remain in place and existing single lane traffic control will remain in place during the works period.

    Lismore City Council has awarded the tender for the remediation of landslips on Nimbin Road to Civil Mining and Construction Pty Ltd. This significant milestone marks another step towards enabling the area to remain a thriving tourist destination.

    Two landslip sites on Nimbin Road were identified as significantly impacted by the February 2022 natural disaster through pre and post disaster assessments.

    Council has prioritised this project, working in collaboration with state authorities. The roadworks will not only provide a safe and well-designed route for locals and tourists, but will also re-establish access to other villages and cultural attractions in the region.

    Council’s Chief Operating Officer Brendan Logan said awarding this tender is a massive win for the Nimbin community.

    "The community has displayed remarkable resilience throughout the past year. Through this project, the road can be restored and the town can continue to thrive as a tourist hotspot," he said.

    Nimbin Village, renowned worldwide for its vibrant atmosphere, attracts thousands of tourists to the region. Awarding this tender will enable the landslip remediation project to commence, restoring dual lane access to the town for residents, businesses and tourists.

    The anticipated timeline for the works is approximately nine months, subject to weather conditions, specialist contractors, and material availability. During this period, traffic control lights and existing single lane traffic control measures will remain in place.

    The works will involve piling and retaining wall construction, pavement reconstruction, road reinstatement, installation of guardrail barriers, signage, guideposts and line marking. Road users are advised to follow signage and anticipate delays during the works.

    This project is jointly funded by the Australian and NSW Government’s under the Disaster Recovery Funding Arrangements (DRFA) with the funding administered by Transport for NSW.

    The works are expected to occur over 6 months from Mid-March 2023 subject to weather, contractor, and material availability. Traffic control lights remain in place and existing single lane traffic control will remain in place during the works period.




    What do the works involve?

    • Landslip repairs: Stabilisation works to allow repair of landslip and reinstatement of road and guardrail barrier
    • Signs and line marking: Line marking and guideposts.
    • Vegetation management: Manage roadside vegetation to remove obstacles, improve sight distances, and clearances for signage.
    • Drainage maintenance: Re-excavate open drains and remove flood sediment as required. Minor drainage works will be completed prior to pavement works commencing.


    Road users are advised to follow signage and expect delays as these works are completed.



    Community Notification
    Traffic management alterations will take place on the 19th of January 2023, this will result in disruption to traffic at the Nimbin Road landslips.
