Lismore City Council will be undertaking staged roadworks on Union Street, South Lismore.

This section of road needs to be fixed to improve its structural integrity and driving conditions for road users. Coupled with roadworks along other sections of Union Street over recent years, the roadworks will also improve traffic safety and help bring this local road to an acceptable community standard.

  • Stage 1 – end of recent roundabout works at Casino Street intersection, north to the railway viaduct
  • Stage 2 – end of recent roundabout works at Casino Street intersection, south to railway crossing, near Kyogle Street (currently being designed, works pending funding)
  • Stage 3 – future works, under the viaduct north to the Coleman Bridge (pending funding)

What do the works involve?

The roadworks will fix the deteriorating road formation. It requires digging out the old road foundation and adding and compacting new road base material on top before resealing it. The road surface may receive a final wearing seal several months after the initial bitumen seal has cured.

This pavement overlay may change road levels by a maximum of 0.15m above the existing road centreline level due to additional layers of new road base material. We will advertise this proposed change in road level by installing roadside signs and a notice in our Local Matters publication in accordance with the Roads Act, 1993.


A hydraulic assessment of the proposed levels will be undertaken.

All driveways that intersect the road will match any changes to the road profile. You will be contacted should your driveway/access need modification. We will also do maintenance to roadside drainage as needed.

Council is also looking at additional kerb and channel on the eastern side of the street including formalised parking bays and additional drainage pipes.


When are the works to start?

Stage 1 - Stage 1a – Has now been completed as per schedule.

Commencing Tuesday, 24 October 2023 Stage 1b will commence roadworks to the Northern side. Noting, transfer of traffic from the northern lane to southern lane will be taking place but the current detours and flow of traffic will remain as is to avoid confusion. See below map for reference.

How will the works affect traffic?

Traffic controls will be in place during the roadwork period, which will cause minor delays and disruptions. Roadworks staff will communicate with you about temporary disruptions to your property access during this period. Refer to the Community Updates tab below for further details.

    We are pleased to advise the community that we have achieved our first major milestone on Union Street Stage 1, with the southern side of the road now complete and open to one-way traffic.
    Works to date have included vegetation removal, installation of stormwater drainage infrastructure including new pits, pipes, kerb and gutters, formalisation of car parking and re-construction of the road pavement.
    Works have now transferred to the northern side of the road where we will repeat the road pavement re-construction process.
    Works are scheduled to be completed on the northern side of the road by late November (weather dependent), which will then be followed by asphalt works to complete Stage 1.
    The full completion of Stage 1 is scheduled for early December.

    We would like to keep you informed about changes to the Union Street detour due to the recent closure of Terania Street by Transport for NSW at the Railway Viaduct.

    To ensure a smooth journey for both heavy and light vehicles, please see attached map for the detour routes provided.

    During this period of works the northbound lane of Union Street will remain open; only southbound traffic will need to follow the detour.

    Dear Residents/Business Owners

    I refer to our previous communications and am happy to advise that Stage 1 of the planned road safety works along Union Street, South Lismore is scheduled to commence from 11 September 2023, with works continuing for approximately three (3) months, subject to fine weather conditions and contractor availability.

    This project is proudly funded by Lismore City Council in our Roads Forward Works Program 2023-2025 and partly funded by the NSW Government under the Regional Roads REPAIR Program, administered by Transport for NSW.

    We will work with businesses

    We realise these staged temporary closures of Union Street will disrupt traffic flow in this part of the South Lismore business district and to some local businesses. Temporarily closing sections of the street will allow us to complete the work in the shortest time possible as well as reduce the impact of traffic whilst we are digging up and replacing the road material.

    Staff will work closely with affected businesses to maintain pedestrian access at all times and assist with any servicing and deliveries through our traffic control areas as far as possible. We will endeavour to keep the general public informed via our onsite message boards to communicate our staged traffic controls.

    What are the works?

    Stage 1 works will be split up into segments (1a, 1b and 1c), to be completed over about three (3) months, subject to fine weather conditions. Works will take place between approximately the Lismore Garden Centre (67 Union Street) to the Frank Street intersection. The works require digging out the old road foundation and adding and compacting new road base material on top before resealing it. The road surface may receive a final wearing seal several months after the initial bitumen seal has cured. The roadworks will fix the deteriorating road formation.

    What are the traffic adjustments?

    Stage 1a

    Commencing on 11 September, across four (4) weeks there will be a single lane road closure during work shifts of the southbound lane (railway side). Traffic will be allowed to travel in both directions under shuttle flow on the northbound lane (shopfront side). Following the single lane closure, a detour will be in place from the Casino Street roundabout to Bridge Street for a total of two (2) weeks. During this detour period the northbound lane will remain open; only southbound traffic will need to follow the detour. This stage of the works will see the old road foundation removed and new road base material added and compacted before it is resealed.

    Stage 1a Detour

    This stage comprises a single lane road closure during work shifts of the northbound lane (shopfront side), across three (3) weeks under traffic control. Traffic will be allowed to travel in both directions under shuttle flow on the southbound lane (railway side). Following the single lane closure a detour will be in place from the Casino Street roundabout to Bridge Street. The detour will be in place for a total of three (3) weeks with the southbound lane remaining open; only northbound traffic will need to follow the detour.

    Shop fronts will be open and accessible along Union Street, with a U-turn area provided to permit northbound traffic to commute along Union Street to approximately Frank Vanz Tyres (63 Union Street). Local access will be available in consultation with traffic control, however driveway accessibility for residents may be periodically unavailable between 7am-4pm. The plan below shows the northbound detour.

    Stage 1b Detour

    The stage comprises the section between the road median adjacent to Richard Marlin’s Martial Arts building (81 Union Street) and the Lismore Garden Centre (67 Union Street), and will be completed by nightwork to minimise the impact to businesses. Additional information will be provided to residents and businesses in the lead up to this stage of work commencing.

    What do I need to do?

    Please commute through the worksite at low speed, obey adjusted speed limits and sign posted detours, and drive carefully. We would appreciate your cooperation with all traffic control and workplace protection measures to help keep everyone safe.

    Who should I contact with questions/ concerns?

    Roadworks unfortunately always involve traffic and parking disruptions. We recognise that people have had a very rough time recovering from the flood so we will do everything possible to minimise traffic disruptions and ensure people can park nearby and shop while work takes place.
