    Following further community consultation, the culvert replacement works have been rescheduled to assist in reducing the closure period and maintain access for Larnook Public School during the school term. Culvert replacement works will commence the 3rd of January which will require Cawongla Road to be completely closed within 2 locations detailed as Site 1 and Site 2 on the map below. Access for road users will be maintained throughout works for the Site 1 culvert, via a constructed side track.


    For the safety of motorists and due to the nature of works, a full 24-hour hard road closure is required for both work sites during the January - February 2023 works period. Works are occurring at the same time at both sites.


    Site 1: Culvert replacement adjacent to 169 Cawongla Road, Cawongla approximately 1.25km south of the Quilty Road and Cawongla Road Intersection.


    Site 2: Two culvert replacements approximately 500m south of Larnook Public School, adjacent to 1224 Cawongla Road, Larnook.


    Please review the road closure locations to determine whether accessing from Kyogle Road or Rock Valley Road is most appropriate for your property. Due to the nature of works, access through the work sites is not possible.

    Road closure is expected to be in place approximately 6 weeks during January – February 2023, subject to weather, material and contractor availability. After this time, road will open to single lane traffic while final stages of the works are completed. Council is proposing to complete the works under extended working hours to ensure the works are finalised as soon as possible. Additional works may include but not limited to extended hours on weekends.


    These works have been rescheduled following consultation with Larnook Public School to enable access for students, families, and staff of the school. Any changes affecting school access will be communicated from the school principal and relevant bus companies directly.


    Larnook RFS have a plan in place for service vehicles due to location of the station. Council will advise other emergency services. However, in the scenario emergency services are required please note the road closures on your call to assist, and consider if your closest hospital may be Nimbin, Kyogle or Lismore.


    What are the works?

    The roadworks comprises reconstruction of a total of four collapsed culvert lines. This includes the following:

    • Clearing of vegetation and trees adjacent to the embankment failure
    • Excavation and removal of the existing road surface and embankment material
    • Reconstruction of arch culvert
    • Road embankment reconstruction at each culvert location
    • Road pavement reconstruction


    Tree clearing, temporary fencing and site establishment will commence from the first week in January, in preparation for the works to commence.


    These works are the commencement of flood remediation works for Cawongla Road. Funding is currently being reviewed for further pavement repairs. Temporary patching is currently being carried out for sections of Cawongla Road until further funding is approved by Resilience NSW. Additional works are also being reviewed for Martin Road, with updates to be shared shortly. We thank the community for their feedback.


    What do I need to do?

    Please commute through the detour at low speed, obey adjusted speed limits and directions from any traffic controllers, and drive carefully. Please also adhere to all road closed signs. We will ensure all driveways and farm gates that intersect the road match any changes to the road profile and are safe for property owners/residents. At times the roadworks may create dust, which will be managed by a water cart during work hours.

    Sealed Pavements

    Nimbin Road
    Pavement works have been completed at Nimbin Road near the intersection of Shipway Road.

    Riverbank Road

    Works have started at Riverbank Road to complete permanent pavement stabilisation works consisting of overlaying 150mm of DGB20 then mixing a conforming road pavement.

    Unsealed Pavements

    The team have completed unsealed pavement works at Gordon Road, Parmenter Road, Savins Road, Houlden Road, Nightcap Range Road and Whian Whian Road.

    Culverts

    Cawongla Road

    Multiple culvert works are now complete along Cawongla Road. These include culverts near Larnook School with 1 x 900mm and 1 x 600mm culvert successfully replaced and material being stockpiled for replacement of a twin cell 1350mm culvert (culvert with deep depression within the roadway). These works will continue until Christmas, after which the road closure and replacement works can be undertaken. Additionally, material is being stockpiled for replacement of Twin cell 1800mm culvert at 169 Cawongla Road, these works will continue until Christmas, after which the road closure and replacement works can be undertaken. It is anticipated that the tree lopping within this area will be completed prior to Christmas.


    Quilty Road detour route works

    Currently works are being undertaken to upgrade Quilty Road to ensure adequate width of the gravel pavement for two lane traffic and to improve road pavement surface.


  • Rock Valley/Cawongla Road – Temporary Flood Restoration Works

    Council will be completing temporary patching works to improve road surface conditions for Rock Valley and Cawongla Road during November and December 2022. These works are a temporary measure, until permanent pavement rehabilitation works are scheduled.

    Works will apply to seven sections of Rock Valley and Cawongla Road that have been identified as significantly impacted by the February 2022 natural disaster, based on pre and post disaster assessments. Funding has been secured through Transport for NSW. This funding is allocated to repair damage sustained during the February 2022 natural disaster only. Additional works required and subsequent funding for Rock Valley and Cawongla Road are being reviewed.

    The temporary works are expected to start mid November 2022 – end of December 2022 subject to weather, contractor, and material availability. Single lane traffic control will be in place during the works period.

    These temporary works will involve removing damaged road sections and replacing with gravel road base, with an emulsion sacrificial seal.

    Future pavement repair works, expected to be carried out in mid-2023 will include:

    • Road surface: Improve the surface of the road in places.
    • Signs and line marking: Line marking and guideposts.
    • Vegetation management: Manage roadside vegetation to remove obstacles, improve sight distances, and clearances for signage.
    • Drainage maintenance: Re-excavate open drains and remove flood sediment as required. Minor drainage works will be completed prior to pavement works commencing.
    • Driveway adjustment: Adjust access to driveways affected by the wider road footprint as required.

    Road users are advised to follow signage and expect delays as these works are completed.

    Pothole patching with gravel overlay to improve driving conditions

    Landslip damage has been cleared, with gravel road graded

    Repair of damaged culverts

    Vegetation management, cutting back the vegetation at the sides of the road to allow more space for vehicles

    *Please note, that not all traffic will be diverted via Quilty Road. Just motorists accessing properties between the two work sites.

    Landslip and current conditions on Martin Road

    Council are currently prioritising projects in regards to public safety, with consideration for minimising further damage and maintaining access between communities.

    Martin Road is known to Council and works are being reviewed. The high priority is on Cawongla Road for now, due to the collapsed culverts posing future risk to a number of road users.

    Cawongla Road Closure Period

    This work is expected to take six weeks, estimated to start first week of January, and carry on through to February. Start dates will be advertised closer to the time, pending weather, contractor and material availability. Six weeks has been advertised as the designated closure period, which takes into account additional time for unforeseen delays.

    Due to old culverts needing to be removed and replaced, it is estimated earthworks to complete this task will require a potential 8+ metre excavation, resulting in a worksite inaccessible for motorists. A number of road access options have been considered, and will continue to be reviewed as works progress.

    Community Consultation

    Council has met and will continue to communicate with Larnook Public School and Larnook RFS representatives to ensure community needs are considered for these works. Additionally, to be emailed direct updates, you can register your contact details with Council.

    Plans to manage the closure period are still being finalised with Larnook Public School, this includes the bus services. Direct communication will come from the school for families, students and staff when the plan is finalised.

    Updated mail out to residents was sent October 14 to 200+ addresses. The letter was an early indication of the closure, and plan of works. Further more specific information will be shared closer to the closure date. Additionally, this early notice was also shared with a number of local businesses, Kyogle Council and emergency, transport and postal services.

    Fernside Bridge

    The side-track is still on schedule to be open to traffic by 29th July, pending weather. Additional pipes for higher creek flows have been installed as an added precaution.

    Canaiba Road

    Works will begin soon on an embankment slip at the shoulder of Canaiba Road, east of Pelican Creek.

    Orion Street

    Road closure Monday 25th – 29th July from Keen Street roundabout to Molesworth Street. Local Access Only from Dawson Street. Due to the slumping on Orion Street, geotechnical drilling will be undertaken to determine the depth of the slip plane and options for remediation. (Updated and postponed due to illness in the specialist contracting team)

    Koonorigan Road

    Works are commencing on making a temporary side-track over the slip at Koonorigan Road, suitable for local access. Funding approval has been received to heavy patch the seal on The Channon side of the slip. This work is currently being scheduled.

    Regional Roads - Damaged Sealed Roads

    Approval has been received for the proposed scope of work to heavy patch six sections of Nimbin Road. Heavy patching consists of cutting off high shoulders, box out soft spots, overlay gravel where required, stabilise (nominal 1.5% slag/lime), compact, trim and seal. The procurement of a specialist stabilising subcontractor is underway. Scope has also been approved for Blue Knob Road, Dunoon Road, Kyogle Road and Wyrallah Road (excluding the Wyrallah Village). Wyrallah Village will be the subject to a reconstruction as it is not suitable for heavy patching.

    Precinct 1 - Damaged Sealed Roads

    Heavy patching has been approved for Graham Road, Gundurimba Road, River Bank Road, Rous Road, Skyline Road and Tuckurimba Road.

    Wyrallah Road Landslips

    Geotechnical drilling will take place under traffic control lane closures at 257 Wyrallah Road and 896 Wyrallah Road at the end of July.

    Johnston Road (Clunes)

    Geotechnical works will take place on the week of the 1st of August. This road, currently accessible to locals, will be fully closed during the works.

    Repentance Creek Road

    No further road closures. Due to delays in getting asphalt contractors, a sacrificial seal has been placed on the road surface for the safety of motorists. Works are expected to be fully completed by the end of July. Please drive with care.

    The Channon Road

    Geotechnical investigations have been completed for the slip behind the guardrail. Works will commence once the design of proposed embankment reconstruction is finalised. The scope of works required to heavy patch flood damaged sections of the road has now been approved, with works to commence in the coming weeks.

    The Channon Road (Robertson Bridge)

    Remediation works of the abutments is underway. Traffic control will be present, and motorists are advised to drive carefully.

    Pinchin Road Embankment failure

    Embankment reconstruction works are substantially complete. Pavement repair to commence shortly. Funding approval has been received to heavy patch four sections on Pinchin Road. Scheduling and advance planning of this work is underway.

    Keerrong Road

    Bridge construction works and heavy patching of sealed road is underway. Landslip repair, drainage reconstruction and gravel road resheeting is planned to commence in August.

    Tuntable Creek Road

    Investigation works north of Rose Road are underway to establish the feasibility of a side-track to facilitate local access to Nimbin. Geotechnical investigations are complete for all slips. Undergoing instrument monitoring to determine the remediation of the site.

    Funding approval has been received to heavy patch four sections on Tuntable Creek Road. Scheduling and advance planning of this work is underway.

    Duncan Road- Corndale Road

    Works to heavy patch and stabilise damaged sections are now complete.

    Richmond Hill Road

    Embankment reconstruction works remain underway under traffic light control. Pavement works will start next week (subject to weather)

    Nimbin Road (slip north of Stony Chute)

    80% design drawings received and under review. Procurement of contractor proposed for this month.

    Stony Chute Road

    Geotechnical drilling has been completed. Inclinometers have been installed and will monitor ground movement over the next month prior to design commencing.

    Cawongla Road

    Canaiba Road

    Works will begin soon on an embankment slip at the shoulder of Canaiba Road, east of Pelican Creek.

    Tuntable Creek Road

    Investigation works north of Rose Road are underway to establish the feasibility of a side-track to facilitate local access to Nimbin. Geotechnical investigations are complete for all slips. Undergoing instrument monitoring to determine the remediation of the site.

    Funding approval has been received to heavy patch four sections on Tuntable Creek Road. Scheduling and advance planning of this work is underway.

    Duncan Road- Corndale Road

    Works to heavy patch and stabilise damaged sections are now complete.

    Richmond Hill Road

    Embankment reconstruction works remain underway under traffic light control. Pavement works will start next week

    Nimbin Road (slip north of Stony Chute)

    80% design drawings received and under review. Procurement of contractor proposed for this month.

    Woodlawn Road

    Opened up to one lane. Geotechnical investigations are scheduled for the end of July.

    Stony Chute Road

    Geotechnical drilling has been completed. Inclinometers have been installed and will monitor ground movement over the next month prior to design commencing.

    Cawongla Road

    Geotechnical drilling is underway.

    Mountain Top Road

    Geotechnical drilling is underway.

    Fernside Bridge

    Following the 3.5tonne (GMV) restriction put in place, a temporary crossing (side-track) is being installed on the downstream side of the current bridge to provide heavy vehicle access across the creek. This side-track will be in place until Fernside Bridge is either repaired or replaced, pending NSW Government grant submission approval.

    Dunoon Road

    Dunoon Road works at Boomerang Creek were completed on June 28th 2022. Additional pothole repair works for Dunoon Road will be completed over the coming weeks.

    The Channon Road

    Geotechnical investigations have been completed for the slip behind the guardrail. Works will commence once the design of proposed embankment reconstruction is finalised. The scope of works required to heavy patch flood damaged sections of the road has now been approved, with works to commence in the coming weeks.

    The Channon Road (Robertson Bridge)

    Remediation works of the abutments is planned for week starting July 4th 2022. Traffic control will be present, and motorists are advised to drive carefully.

    Pinchin Road Embankment failure

    Embankment reconstruction works are substantially complete. Pavement repair to the road surface will commence shortly.

    Wallace Road

    Geotechnical drilling has been completed. Inclinometers have been installed to monitor ground movement over the next month before design to build back better commences.

    Keerrong Road

    Bridge construction works are now underway. Landslip repair, drainage reconstruction and gravel road resheeting is planned to commence in August.
