COMPLETED WORKS
Wallace Road
Council recently completed temporary pavement patching works around the slip area on Wallace Road to improve road surface conditions. The works are a temporary measure, until permanent pavement rehabilitation works are scheduled.
Mackie Road
Following the AGRN943 2020 natural disaster the Mackie Road causeway at Johnston Creek suffered extensive damage. Funding was awarded to replace the damaged structure with a bridge to reduce impediments to fish passage. The Mackie Road culvert to bridge replacement at Johnston Creek works are now completed with the road opening at the end of May 2023. Work at site began in March and during May the bridge concrete pours, guardrail installation and bridge approaches were completed, with the final stage of works involving bitumen sealing and batter protection. Council would like to thank residents and road users for their patience during the road closure.
CURRENT WORKS
Tuntable Creek Road
Recently, council staff were forced to close Tuntable Creek Road for two days due to rainfall. We apologise to the community for the inconvenience caused and delays in travelling alternative routes. As the site has not had its permanent repair designed and constructed, a management plan is in place which requires visual inspections, geotechnical instrument readings, surveying monitoring, rain records and photograph evidence. In the event of rainfall exceeding our trigger level or other significant changes, the temporary track will be closed again at short notice. Nimbin Road
Council commenced roadworks on two landslip sites on Nimbin Road during May. The first major construction works involve tree felling for both sites, with site one having larger trees which will land on the road. The works are expected to occur over 9 months from mid-May 2023 subject to weather, contractor, and material availability. This will involve piling and retaining wall construction works to allow repair of the landslips, reconstruction of pavement, reinstatement of road and guardrail barriers along with installing signs, guideposts, and line marking. Traffic control lights remain in place and existing single lane traffic control will remain in place during the works period. Road users are advised to follow VMS boards and signage, with delays expected as these works commence.
Town Road
Funding was awarded by the NSW Government through its Fixing Country Bridges program to replace the damaged structure at Town Road, Terania Creek with a new steel superstructure bridge. The innovative steel structure has been constructed in France and will be launched into place in one piece. Unique for the area, this type of structure will be the first in the region. Works have recommenced at the site in April 2023, where a temporary track has now been constructed in preparation for bridges piling. A planned completion date is scheduled for September 2023, subject to weather, contractor, and material availability.
Wyrallah Road & Wyrallah Ferry Road
During May, the rock bridging layer and subbase layer were completed for Wyrallah Ferry Road intersection, with works starting at the end of May on drainage. Pipes were also laid through the park at Wyrallah Ferry Road Intersection. During June, all drainage works are scheduled to be completed followed by site clean-up and project completion.
Cawongla Road
Drainage works on Cawongla Road are continuing with two new sections recently completed. It is anticipated work crews will reach the halfway mark next week. Council would like thank residents for their positive feedback and continued patience as the works progress.
FUTURE WORKS
Branch Creek Crossing, Terania Creek Road
Following the 2022 natural disaster Terania Creek Road suffered extensive damage. Due to the nature and high number of damages incurred, works are being finalised on how best to provide timely improvements for the community and road users. The current structure at Branch Creek Crossing has received funding from disaster recovery funding arrangement (DRFA) for replacement of the flood damaged asset. An alternative structure is necessary to increase resilience of the network. Works will include replacing the current box culvert structure with a 16m bridge and extending erosion protection to the edge of the road. Additional works required and subsequent funding for other damages on Terania Creek Road are being assessed. Survey and design work is commencing in June 2023.

Mackie Road
The Mackie Road culvert to bridge replacement at Johnston Creek works are currently underway and on schedule. Works began on March 10th with successful delivery of bridge components to the site. Currently, pavement works are occurring on the bridge approaches as pictured below. The project works are planned for completion in June 2023, subject to fine weather. Due to the nature of the works a full 24-hour hard road closure will continue around the site location until mid-June 2023. Industry Briefing
Local businesses and experienced organisations are invited to attend an industry briefing and networking session hosted by Lismore City Council as part of the selection process to appoint a Managing Contractor to deliver flood-restoration works on our roads and bridges.
The February 2022 natural disaster caused significant damage across Lismore’s extensive road network, with an initial estimated cost of between $150 million and $200 million.
Lismore City Council’s Roads and Bridges Project Director, Alan Madden, said the Industry Briefing on Monday, 15 May was a milestone in Lismore’s recovery.
“Over the last 14 months, Council has undertaken extensive emergency road works to ensure communities are not isolated. We are now at the next crucial stage of the rebuild,” he said.
“The extent of the damage, and the highly specialist expertise needed in second stage of the rebuild, is nothing short of massive and is beyond the capacity of Council, particularly as we also need to complete our “business as usual’ works.
“The briefing is also an opportunity for our local suppliers to form relationships with some of the industry’s most experienced companies. The size and scope of the project means the successful managing contractor will need the assistance of many local contractors,” Alan said.
“Thankfully, it’s not every day a project of this size and complexity comes along, so I encourage all relevant businesses to attend and find out how they can get involved.”
The briefing will explain how the selection process works for the Roads and Bridges Recovery Program. While attendance is not mandatory to submit a tender, it is encouraged as important information will be shared about the project before the tender is advertised.
Following the briefing, attendees will enjoy light refreshments and networking opportunities. This is an excellent opportunity for local suppliers to connect with potential clients and participate in a project that could have significant benefits for their business.
The event will take place on Monday, 15 May, at 10am at Southern Cross University, Lismore.

The Mackie Road culvert to bridge replacement at Johnston Creek works are currently underway and on schedule. Works began on March 10th with successful delivery of bridge components to the site along with tree clearing, implementing environmental controls and establishment traffic control arrangements. This was followed by initial earthworks taking place to construct the piling pads and piling abutment A and B on March 22nd 2023 for further earthworks to take place on March 28th 2023 which included culvert demolition and excavation of abutment A and B. On April 3rd 2023 works began to form and pour working slabs and set out supports for landing abutments and concrete pouring as shown below.
On April 11th 2023, the bridge beams were lowered in place using a 80 tonne crane. Implementing the bridge beams is currently underway with these works including placing reinforcing steel and completing three separate concrete pours for the deck, skirting walls and troughs. After these works are completed, civil works are expected to begin in May to backfill abutments and drainage, commence pavement works, bitumen sealing, guard rail installation and environmental protection works.
The project works are planned for completion in June 2023, subject to fine weather. Due to the nature of the works a full 24-hour hard road closure will continue around the site location until late June 2023. COMPLETED WORKS
Tuntable Falls Road
Temporary sealed patching works were recently completed for Tuntable Falls Road. These works involved placing overlay, stabilise, trim and sealing the road surface height to repair damages from the 2022 flooding event.
Tuntable Creek Road
After establishing a baseline for the monitoring process and developing a management plan, the temporary track opened on Tuesday, the 14th of March. Due to the volatile nature of the landslip and risks of further damages occurring a detailed risk assessment was undertaken to control access until a permanent solution is implemented. The risk assessment requires weekly visual monitoring, survey monitoring of fixed control points and monthly inspections by a geotechnical engineer. Restrictions will be placed on the temporary access road during large rain events to mitigate risks to public. Should the road be closed due to adverse weather, VMS boards placed at The Channon and Nimbin will identify the road closure. Crofton Road
All drainage and pipe work is scheduled to be completed by Thursday the 6th of April. These works include desilt and reshape table drainage, installing headwalls and pipe extensions as required to ensure water runoff from the road, to prevent future road damages from occurring.Wyrallah Road
Pavement rehabilitation works started at the end of January to reconstruct and rehabilitate approximately 500m of Wyrallah Road. Throughout this construction process drainage works, kerb installation and subsoil installation will also be completed. The site closed on the 24th of March, with recommencement expected mid-April to allow for required drainage re-design and survey prior to finalising the section and switching traffic and commencing the Northbound Lane. COMPLETED WORKS
Tuntable Creek Road
Tuntable Creek Road experienced significant damage during the February 2022 natural disaster with 11 notable landslips recorded and a major landslip closing the road north of intersection with Rose Road. A temporary solution was designed to open the road and establish connectivity between Nimbin and The Channon while the permanent solution is designed. The temporary construction consists of stabilising the embankment below the road and excavating into the slope above the road to make a single trafficable lane. The stabilisation will use up to 160 8m long soil nails and over 400m2 of sprayed concrete. Additionally, crews are also reconstructing pavement through the slip zone and installing light traffic control. Cawongla Road
The Cawongla Road pipes’ replacement project was ahead of schedule and the road opened at the end of January before school started. The works consisted of replacing two culverts that suffered significant damage during the 2022 floods.
Gwynne Road
Temporary repair of damaged pavement was recently completed for Gwynne Road. During these works, the crews also performed scour repair and mulching vegetation along with cleaning drains and pipes to improve the roads condition.
Unsealed Roads
Overlay works to repair damages from the October flood event were recently completed for Lagoon Grass Road, Howards Grass Road, Cusack Road, Booerie Creek Road, Hewitt Road, Swan Bay Road, and Sheehan Road.
Johnston Road
Temporary patching works across slip single lane were recently completed for Johnston Road.

The Mackie Road culvert to bridge replacement at Johnston Creek, works will begin from the 13th of March 2023 for approximately three months with a planned completion in late June 2023, subject to fine weather. Please review the road closure locations to determine whether accessing from Rosebank Road, Ridgewood Road or James Gibson Road is most appropriate for your property. Due to the nature of the works, access through the works site is not possible.
Funding has been secured through Australian Government's Disaster Recovery Funding Arrangements (DRFA). This funding is allocated to repair damage sustained during the December 2020 natural disaster only. Additional works required and subsequent funding for Mackie Road are being reviewed.
Council has consulted with Rosebank RFS and a plan is in place for service vehicles due to location of the station. Council will also advise other emergency services. However, in the scenario emergency services are required, please note the road closures on your call to assist.
Rubbish waste collection will only be impacted around the bridge site. Residents that are affected will be contacted personally to arrange waste collection during the road closure period.
What are the works?
During the 2020 flooding events, a concrete causeway on Mackie Road, was significantly damaged. The road is a busy local sealed road connecting Rosebank and Clunes. Under the DRFA guidelines, damaged assets may be replaced to current engineering standards.
The new bridge will be a single span concrete structure of suitable width to provide a minimum 7.2m trafficable deck. The new structure will be constructed on the same alignment as the current causeway structure.
When are the works taking place?
Works are scheduled to start from March 2023 and are expected to take approximately three months to complete, subject to fine weather conditions and resource availability. Daily work hours will mostly be between 7am and 5pm weekdays, although there may be some weekend work.
What will be the traffic controls/detours?
Due to the intensive nature of roadworks and associated traffic controls, there will unfortunately be some traffic disruptions. These traffic controls include a full 24-hour road closure. This will ensure the roadworks are completed in a timely manner, with safety as a predominant factor.
Local access to residences will be maintained by actively managing residents’ needs within the construction footprint to allow access to homes, however, please be aware of delays. Updates will also be available via Live Traffic NSW and Your Say (page details below). Road users are advised to follow signage, seek alternate routes and expect delays as these works are completed.
