Keen Street Revitalisation Project
This project has been completed. Minor additions will be completed, before ongoing maintenance.
Lismore City Council will be upgrading the footpath on the internal block of Keen Street (between Woodlark and Magellan Streets).
About the Project
This work will take place under the CBD Footpaths Replacement Project, which aims to further revitalise the Lismore CBD, benefiting the local economy and community.
Funding for the project was secured prior to the February 28 and March 2022 natural disasters. This funding has been made available through the Local Roads and Community Infrastructure (LRCI) Grant, an Australian Government funding scheme represented by the Department of Infrastructure, Transport, Regional Development and Communications. The objective of the LCRI Program is to stimulate additional infrastructure construction activity in local communities across Australia, to assist communities to manage the economic impacts of COVID-19.
What are the works?
Infrastructure works underneath the footpath will be improved as part of this project and include (but are not limited to):
- Water meter upgrades
- Storm water repairs and replacement (where necessary)
- Retrofitting water services
- Power upgrades comprising of provisions installed for future use.
- Communications upgrade comprising of provisions installed for future CCTV and SmartCity initiatives.
When will the works be completed?
This project was considered finalised in December 2022, due to no further construction works required. Ongoing maintenance and installations are still being completed, as detailed in the Community Updates below. FAQ’s are also available on the side tab. Unfortunately there were a number of unforeseen delays in this project, attributed to weather, specialised contractor availability, shipping and material availability.
This project faced past false starts due to a number of reasons. Further details about the history of this project is available under the 'Additional Media & Communications Resources' tab. Recommencing construction was due to take place in February, delayed again by the February 2022 natural disaster. Local businesses within the project area were consulted in April 2022, with a majority vote in favour for starting works as soon as possible. If your business was within the project zone, and you did not receive consultation - please reach out.

Road closures will be in place for Keen Street (between Woodlark and Magellan) for asphalt shape correction. Businesses with Sunday trading in the vicinity of these works have been emailed directly.
Unfortunately, this could not be completed during the prior July closure due to unforeseen circumstances and unfavourable conditions. Resulting in works being completed slower than expected. The works were stopped, to ensure Monday trade for businesses was unaffected.
Signage will be in place from Monday 11 September, notifying businesses, pedestrians and motorists.
These works are taking place to correct road depressions and shape deformities caused by the trees in the gardens over time, resulting in an uneven asphalt surface. Car park wheel stops, bollard installation and line marking cannot be completed effectively until these corrections are completed.
Line marking will be completed on Monday 18 September, with central parking bollards and wheel stops to be installed in the following week.

There are still some jobs to be carried out before this section of the project is completed. However, they have been scheduled with the aim of minimising disruption to businesses and pedestrians.
The work has taken place under the CBD Footpath Replacement Project, which aims to further revitalise the Lismore CBD, benefiting the local economy and community.
What works are remaining?
- Line marking
- Remaining furniture to be installed
- Tactile installation and review
- Removing old bollards in Keen Street centre car parks (temporary measures will be in place)
- Asphalt shape correction on Keen Street*
- Loading zone changes for Magellan Street*
- Installation of wheel stops and new stainless steel bollards
- Signage
- Ongoing landscaping and maintenance.
What are the traffic and pedestrian adjustments?
*Asphalt shape correction for Keen Street is booked for Sunday 30 July, with work starting at midday and continuing until completion (pending fine weather). During this time there will be lane closures for both sides of Keen Street and some car parks will be closed off. This work is to correct the road depressions and shape deformities caused by the trees in the gardens, resulting in an uneven asphalt surface. The car park wheel stops, bollard installation and line marking cannot be completed until the corrections are done.
*Loading zone changes, line marking and signage for Magellan Street are highlighted below. The line marking and pedestrian crossing painting will be started on Sunday 23 July - night works (pending fine weather).
While these works are being carried out, please adhere to safety fencing for pedestrian thoroughfare, obey traffic control instructions, commute through the site at low speed and drive carefully.

They delivered!Not only did our crews lay new pavement, they also installed new seating and a pedestrian crossing to improve access and safety.And if you stroll further down Keen Street you will discover a new water refill station for both you and your furry friends, not to mention the new seating and waste bins.The feedback we have receive so far from Keen Street shops has been very positive.We hope you enjoy sitting back and relaxing in the new public space as we continue to Build Back Better. -

A reminder that bins on Keen Street are emptied weekly, with footpath sweeping scheduled 4 days a week. The Project team monitor and appreciate ongoing feedback regarding cleanliness, and can arrange additional collections/sweeping where required.

There will be a loss of carparks (refer plan) which is required for cement and other trucks needing access to the work site.
Traffic Control will be in place to allow safe passage for pedestrians and manage traffic flow whilst the works are being complete.
Work hours will generally be 7am-4pm and carpark to be open outside working hours.
All works are weather and contractor dependant.

Unfortunately the specialist concreter required for the works was delayed due to weather. Availability has now been secured for Wednesday 14th of June (next week), pending contractor availability and favourable weather.
To allow access for the materials and machinery, a section of car parks next to the work zone will be closed off between 13th -15th June.
Traffic control will be in place to navigate pedestrian passage and truck/machinery access. We ask all road users to follow signage and ask for your patience.
Temporary pedestrian kerb will be installed tomorrow (Thursday 8th June) ahead of next week. This temporary kerbing will not affect traffic in the interim.
We would like to apologise for the delays on the Magellan Street corner works, and appreciate the ongoing patience of affected businesses.Works next week:

Thank you for the feedback received, we would like to address some points below:
- Bins looking untidy and overfilled – Bins are on a weekly collection schedule. The design of the bins are being discussed with our Waste Facility, regarding specifications in regards to the size of the entry hole and how to improve accessibility. We are working with steel fabricators to make some adjustments.
- Bollards – Bollards near the Keen Street loading zone are spaced to allow for pallets. Also, bollard installation for the street parking is still progressing pending shipments of additional bollards.
- Street seating safety – additional bollards have been installed to improve safety for seated pedestrians
- Curb edging on blisters – additional measures are being completed to improve visibility of curb edges, while permanent measures are investigated.
- Completion Date for Keen Street Revitalisation Project – this project is considered finalised in December 2022, as the street has been fully accessible since this date with no further construction works. Outstanding items include street furniture and maintenance which will be ongoing, delayed due to contractor availability and shipments.

The roadway area where the services lines are running will undergo vacuum excavating as part of current works.
The storm water line on Keen Street between Woodlark to Magellan is also being cleared for further investigation on this day. There are no planned disruptions to businesses, the footpath will still be accessible for pedestrians and services (power, water etc.) will still operate as normal. Please note, parking for both of these streets will be affected to allow for machinery access.
Works are being carried out on Sunday 21 May, to minimise disruptions to businesses. Hours of work are dependent on contractor availability, but will be scheduled between 8am – 5pm. Signage will be in place this week to remind motorists and pedestrians of the closure.
Works next week as part of the Keen Street Revitalisation Project:
