    ROADS & BRIDGES FLOOD RESTORATION PROJECT UPDATE

    Please note, there are several road and bridge projects progressing concurrently. Below are updates of some projects progressing this month.     COMPLETED WORKS

    Tuntable Falls Road
    Temporary sealed patching works were recently completed for Tuntable Falls Road. These works involved placing overlay, stabilise, trim and sealing the road surface height to repair damages from the 2022 flooding event.


    Tuntable Creek Road
    After establishing a baseline for the monitoring process and developing a management plan, the temporary track opened on Tuesday, the 14th of March. Due to the volatile nature of the landslip and risks of further damages occurring a detailed risk assessment was undertaken to control access until a permanent solution is implemented. The risk assessment requires weekly visual monitoring, survey monitoring of fixed control points and monthly inspections by a geotechnical engineer. Restrictions will be placed on the temporary access road during large rain events to mitigate risks to public. Should the road be closed due to adverse weather, VMS boards placed at The Channon and Nimbin will identify the road closure. Facebook updates will also communicate the closure to the wider community. Please report hazards or changes to Lismore City Council using reference LCC92.


    CURRENT WORKS

    Mackie Road

    The Mackie Road culvert to bridge replacement at Johnston Creek, works are currently underway after starting on Monday the 13th of March. The project works will operate for approximately three months with a planned completion in late June 2023, subject to fine weather. Due to the nature of the works a full 24-hour hard road closure is required during the March – June 2023 works period around the site location.     Crofton Road
    All drainage and pipe work is scheduled to be completed by Thursday the 6th of April. These works include desilt and reshape table drainage, installing headwalls and pipe extensions as required to ensure water runoff from the road, to prevent future road damages from occurring.


    Wyrallah Road
    Pavement rehabilitation works started at the end of January to reconstruct and rehabilitate approximately 500m of Wyrallah Road. Throughout this construction process drainage works, kerb installation and subsoil installation will also be completed. The site closed on the 24th of March, with recommencement expected mid-April to allow for required drainage re-design and survey prior to finalising the section and switching traffic and commencing the Northbound Lane.     Quilty Road
    The remaining drainage works are scheduled to commence after Easter for Quilty Road.


    FUTURE WORKS

    Town Road
    Funding through the Fixing Country Bridges program has been awarded to replace the damaged structure with a new bridge on Town Road. The bridge superstructure is currently being constructed in France with an innovative steel beam that will be launched into place in one piece. A unique type of structure, this bridge will be the first in the region. A general plan of the works is provided below. The Town Road bridge superstructure will be delivered at the end of May 2023. Civil works are scheduled to begin in April 2023 with a planned completion in late July 2023, subject to fine weather. Further updates will be provided towards the end of March 2023.

    Tuntable Creek Road - Road Closure

    Tuntable Creek Road will be closed for Wednesday the 22nd 2023 and Thursday the 23rd of March 2023, we apologise for the short notice.

    Contractors require a full road closure between Rose Road and Beardow Road from 8:00am to 3:00pm due to geotechnical testing and monitoring.

    Tuntable Creek Road experienced significant damage during the February 2022 natural disaster with 11 notable landslips recorded and a major landslip closing the road north of intersection with Rose Road. A temporary solution was designed to open the road and establish connectivity between Nimbin and The Channon while the permanent solution is designed. The temporary construction consists of stabilising the embankment below the road and excavating into the slope above the road to make a single trafficable lane. The stabilisation used up to 160 8m long soil nails and over 400m2 of sprayed concrete. Additionally, a temporary pavement was constructed through the slip zone and installing light traffic control.

    Cawongla Road

    The Cawongla Road pipes’ replacement project was ahead of schedule and the road opened at the end of January before school started. The works consisted of replacing two culverts that suffered significant damage during the 2022 floods.


    Gwynne Road

    Temporary repair of damaged pavement was recently completed for Gwynne Road. During these works, the crews also performed scour repair and mulching vegetation along with cleaning drains and pipes to improve the roads condition.


    Unsealed Roads

    Overlay works to repair damages from the October flood event were recently completed for Lagoon Grass Road, Howards Grass Road, Cusack Road, Booerie Creek Road, Hewitt Road, Swan Bay Road, and Sheehan Road.


    Johnston Road

    Temporary patching works across slip single lane were recently completed for Johnston Road.

    Crofton Road & Rock Valley Road
    Drainage works are continuing for Crofton Road and Rock Valley Road these include desilt and reshape table drainage, installing headwalls and pipe extensions as required to ensure water runoff from the road, to prevent future road damages from occurring.

Funding has been awarded to replace the damaged structure with a bridge to reduce impediments to fish passage. The Mackie Road culvert to bridge replacement at Johnston Creek, works will begin on the 13th of March for approximately three months with a planned completion in late June 2023, subject to fine weather.     Excitingly, the Cawongla Road pipes’ replacement project was ahead of schedule and the road opened at the end of January before school started. We would like to thank all the residents of Larnook and the surrounding region for their patience and cooperation during these repairs.     Sheehan Road

    Works have been completed on Sheehan Road to address issues caused from the February and March 2022 floods. This has involved overlay and drainage works to repair flood damages.


    Mountain Top Road, Standing Street, Nimbin Street & Wallace Road

    Overlay works have been completed on Mountain Top Road, Standing Street, Nimbin Street and Wallace Road, to address issues caused from the February and March 2022 floods.


    Blue Knob Road

    Works are completed for Blue Knob Road, these included removing and replacing the existing material from the road surface, along with grading and rolling the road with a temporary seal over the new surface. A planned return to complete permanent works will be scheduled during 2023.


    CURRENT WORKS

    Tuntable Creek Road

    The works crew remobilised to the site at the beginning of January, this stage of construction consists of excavating into the slope above the road and installing 49 soil nails and 100m2 shotcrete. Additionally, crews are also reconstructing pavement through the slip zone and installing light traffic control and opening one lane. The works are expected to be complete in February with additional updates to be provided as the works commence on the upper slope.     Progress Update - January 2023

    Tuntable Creek Road experienced significant damage during the February 2022 natural disaster. 11 notable landslips have been logged with a major landslip closing the road north of intersection with Rose Road. Prior to Christmas, works commenced on a temporary solution to open the road under traffic-controlled conditions. The temporary solution is subject to accelerated design development with geotechnical investigations occurring at the same time as the construction works.


    To date the following works have been completed:

    • Clearing of site for detailed geological mapping
    • Drilling under geotechnical engineering supervision to determine failure mechanism and soil profile
    • Installation of piezometers and inclinometers to monitor movement and ground water levels
    • Construction of working platform below slip
    • Completion of soil nailing and shotcrete below slip to retain the remaining road reserve


    The works crew will remobilise to the site on Monday the 9th of January. The next stages of the construction consist of:

    • Excavate into the slope above the road
    • Install 49 soil nails and 100m2 shotcrete
    • Reconstruct pavement through the slip zone
    • Install light traffic control and open one lane


    Due to the volatile nature of the slip, care is being taken when undertaking these works ensuring safety for the construction team. The work method is under review and modified where required as the works progress based on data from testing and on-site observations. Innovative products are being trialled to reduce grout loss and staged excavations planned to reduce risk from adverse weather.


    Currently a complete closure of Tuntable Creek Road, north of Rose Road to Beardow Road will remain in place. Including no access for pedestrians, motorbikes, scooters, and bikes. LCC and its contractors would like to thank the public for their patience with these works and also thank local property owners for their assistance.


    The works are expected to be complete in February and further updates will be provided as the works commence on the upper slope.

    Pictures are also provided of the restoration effort including works performed by a 16-tonne hydraulic crawler mounted drill rig. This remote operated machine is designed for safe access to undertake geotechnical restoration works and is drilling around 8m into the embankment.

    Works were completed on Tatham Road to remove and replace existing material from the road surface, grade and roll the road with a temporary seal over the new surface. A planned return is scheduled for 2023 to complete permanent works.

    Terania Creek Road

    Work is currently underway between The Channon and Lawler Road on Terania Creek Road due to a landslip after Lawler Road. Overlay and drainage work are underway to repair damages caused from the February and March 2022 floods.

    Restoration works are continuing along Tuntable Creek Road. Landslip repairs are currently underway through stabilisation works to allow rehabilitation of landslip and reinstatement of road and guardrail barrier.

    FUTURE WORKS - SEALED ROADS

    Cawongla Road / Quilty Road

    All preliminary works on Cawongla Road are completed ready to commence works on the 3rd of January 2023. Quilty road has been graded and prepared for the detour route to commence on the 3rd of January 2023, vegetation trimming has been completed and drainage works have also been completed.     Tuntable Creek Road temporary access works

    Geotechnical drilling is continuing to refine the design to provide temporary road access.

    The road is completed closed to pedestrians from Monday, 28 November 2022 to allow emergency soil nailing works to take place.

    Temporary stabilisation of landslip on Stony Chute Road

    Currently one lane of traffic is open between Whitney and Stanger Roads. During investigation works for the permanent design it was noted that the open lane was at risk of failure due to scour and erosion. A temporary solution using rock to buttress the open face was developed and works were completed last week. Further works are ongoing to repair damaged temporary pavement along Stony Chute Road.

    Tuntable Creek Road experienced significant damage during the February 2022 natural disaster. Due to the nature and high number of damages incurred, works are being finalised on how best to provide timely improvements for the community and road users.

    Provision of temporary access

    Given the time that a permanent solution will take to design and implement, Council is currently investigating the construction of a temporary access widening at the location of the main slip to allow vehicles to pass.

    A complete closure of Tuntable Creek Road, north of Rose Road to Beardow Road will be in place from Monday 28th November. Including no access for pedestrians, motorbikes, scooters, and bikes.

    Construction will commence on the temporary access, with possible pedestrian only access reinstated by the end of December. One vehicular lane access under traffic light control is planned to be complete in January. Adverse weather and unforeseen subsurface conditions may delay the project.

    The current soil conditions and terrain makes such a solution very difficult to implement, requiring advanced geotechnical engineering solutions and ongoing monitoring to ensure the safety of users. This temporary access will undergo further monitoring throughout construction to determine vehicle load limits for future use.
