Lismore City Council will be upgrading the footpath on the internal block of Keen Street (between Woodlark and Magellan Streets).


About the Project

This work will take place under the CBD Footpaths Replacement Project, which aims to further revitalise the Lismore CBD, benefiting the local economy and community.

Funding for the project was secured prior to the February 28 and March 2022 natural disasters. This funding has been made available through the Local Roads and Community Infrastructure (LRCI) Grant, an Australian Government funding scheme represented by the Department of Infrastructure, Transport, Regional Development and Communications. The objective of the LCRI Program is to stimulate additional infrastructure construction activity in local communities across Australia, to assist communities to manage the economic impacts of COVID-19.


What are the works?

Infrastructure works underneath the footpath will be improved as part of this project and include (but are not limited to):

- Water meter upgrades

- Storm water repairs and replacement (where necessary)

- Retrofitting water services

- Power upgrades comprising of provisions installed for future use.

- Communications upgrade comprising of provisions installed for future CCTV and SmartCity initiatives.


When will the works be completed?

This project was considered finalised in December 2022, due to no further construction works required. Ongoing maintenance and installations are still being completed, as detailed in the Community Updates below. FAQ’s are also available on the side tab. Unfortunately there were a number of unforeseen delays in this project, attributed to weather, specialised contractor availability, shipping and material availability.

This project faced past false starts due to a number of reasons. Further details about the history of this project is available under the 'Additional Media & Communications Resources' tab. Recommencing construction was due to take place in February, delayed again by the February 2022 natural disaster. Local businesses within the project area were consulted in April 2022, with a majority vote in favour for starting works as soon as possible. If your business was within the project zone, and you did not receive consultation - please reach out.

    Council wishes to advise that pedestrian safety works for a section of Magellan and Keen Streets, are scheduled to start Wednesday, 12 April 2023 for a period of six (6) weeks, subject to contractor availability and fine weather conditions. Should the works be delayed, you will be notified.

    This work will take place under the CBD Footpath Replacement Project, which aims to further revitalise the Lismore CBD, benefiting the local economy and community.

    What do the works involve?

    • Installation of a wombat pedestrian crossing on Magellan Street, including signage
    • Concreting works to complete the footpath on the corner of Magellan and Keen Streets (damaged due to the 2022 flooding event)
    • Upgrading of existing garden beds (including garden edging)
    • Installation of new garden and edging.

    What are the traffic and pedestrian adjustments?

    Pedestrian thoroughfare and access to shopfronts will be maintained. The existing crossing point on the corner of Magellan and Keen Streets will be closed to pedestrians and a temporary crossing will be in place whilst we work to install the wombat crossing.

    We aim for these works to have minimal disruption to business owners. However, we will contact you directly should access to your property be disrupted.

    What do I need to do?

    Please adhere to the safety fencing in place for pedestrian thoroughfare and obey traffic control instructions.

    We have only minor works planned for the next week and will conduct these outside of business hours to minimise any disturbance where possible.

    Below are indicative timelines for remaining activities.

    Works next week:

    • There will be minor concreting works in Larkin Lane to take place over the weekend to enable future Asphalt paving.
      • These works have been rescheduled to Thursday this week to take advantage of contractor availability. (1/2 day closure, with Traffic Control – if any deliveries are scheduled please let us know we can assist with delivery planning)
    • Replacement of barriers with temporary street furniture
    • Landscape Rock placement
      • These works have been rescheduled to Thursday this week to take advantage of contractor availability. (1/4 day intermittent road delays during placement on Keen Street)

    The revitalisation works for Keen Street are emerging from the holiday period hiatus and we are fast locking in the remaining finishes to the project.

    We have only minor works planned for the next week and will conduct these outside of business hours to minimise any disturbance where possible.

    Despite some slight issues this week with concrete supply the project team have progressed the footpath pours to the final traffic blister at the Northern end of the street. (Woodlark end)

    These pours will allow the asphalt subcontractor to mobilise to site from Monday to Wednesday next week to pave the new parking and driving lanes.

    These final works are weather sensitive however we are still looking confident for vehicle access to shops at the end of the month.

    This week the project team also installed the new underground power and communications conduit from the Gallery via underbore drilling.

    Priorities for the project team over the next week are as follows:

    • Kerb pours at the Woodlark end Roundabout crossing
    • Asphalt profiling (milling) and paving of the parking and traffic lanes.
    • Existing Pit repairs under Woodlark Street
    • Footpath pours at the Woodlark end Roundabout crossing

    This week the project team focused on finishing all stormwater and drainage works as well as the new road pavement layers at Larkin Lane.

    We also progressed with lean mix (1st layer of footpath) and exposed aggregate finish (top layer of footpath) for the bottom section of the footpath.

    With a big week next week focusing on footpath pours, the project team is looking forward to finishing the bulk of construction and reopening the road at the end of the month.


    Priorities for the project team over the next week are as follows:

    • Continuing lean mix (subbase) pours early in the week
    • Continuation of lower section of the footpath.
    • Continuation of Gollan Traffic Blister pits and drainage.

    This week the project team focused on kerb, channel drain and the civil works in preparation for the new road and footpath pavement.

    The progression of this work allows large volume footpath pours next week.

    • Continuation of lower section of the footpath.

    This week the project team focused on progressing the channel drain and underground drainage and electrical networks.

    Although it doesn’t appear as though the project advances much during these types of activities, it does allow us to progress into concrete and finishing works ensuring Keen Street is opened in the most timely manner possible.

    A small number of footpath pours were also completed this week at the centre traffic blister.

    Priorities for the project team over the next week are as follows:

    • Lean mix (trench pours to protect the stormwater pipes)
    • Larkin Lane Lean Mix and pavement works.
    • Pour Channel drain encasement and kerb
    • Continuation of lower section of the footpath.

    There will be no further shop closures in relation to the Keen Street construction works. Once again we would like to thank the businesses for their understanding around these closures in order to accelerate the works.

    Currently the project team are available onsite Mondays 3pm and Wednesdays 11am for discussions around construction staging and business interactions.
