This page is dedicated to updating our community on the extensive damage to Council’s Buildings, Parks and Facilities since the February and March 2022 flood events.

Over 100 Council sites were affected by the February and March 2022 flooding events, including buildings, parks, public toilets and facilities.

The majority of this project is funded under the Community, Recreation and Cultural (CRC) Assets Restoration. The scope of this project covers the restoration of assets that have been flood affected. There are other Council owned assets that are not identified in the scope of this project, that will fall under different grant funding guidelines.

Council is currently working to an estimated completion of June 30, 2024 for the repair of all affected sites.

All current works that have updates are categorised by project name. If viewing via a smartphone, you can find the 'Projects by Name' at the bottom of this page. If on a desktop, 'Projects by Name' are to the right.

Council was able to complete Emergency and Immediate Restoration works under the Disaster Recovery Funding Arrangements for these assets until 31/12/22 (subsequent extension was granted to 31/01/23). Emergency works for larger built assets have focussed on the removable of flood debris, impacted building materials and electrical componentry, structural drying and providing emergency temporary facilities such as port-a-loo’s and electrical connections. Whilst less damaged assets such as Public Toilets and Parks have had immediate restorative work completed.

The demolition and removal of impacted materials from larger built assets has enabled the scoping and estimation works required to make submissions to Resilience NSW’s administering agencies to secure funding to return these assets to their pre-disaster condition. Community, Recreation and Cultural Asset Restoration works can be completed within 2 years after the end of the financial year in which the disaster occurred.

With many assets requiring restoration, Bennett Constructions has been appointed as the managing contractor.

The below table identifies all the different Council Buildings, Parks and Facilities that require restoration works following the February/March 2022 Natural Disaster event.

Restoration works on various flood effected sites have continued in January with Council’s existing contractors finalising Emergency and Immediate Restoration Works on sites wherever works were in progress prior to Christmas. Council is currently in the transition phase between Emergency and Immediate Restoration Works and Community Recreation & Cultural Asset Works. Public Works Advisory provided an extension to 31/1/23 to finalise any Emergency or Immediate Restoration works that were in progress on assets eligible under Disaster Recovery Funding Arrangements.

As previously posted, Council at its ordinary meeting on 13th December resolved to appoint a managing contractor to undertake the Community Recreation & Cultural Asset works of Council’s buildings which means there is now a transition occurring between Council’s existing contractors and the new managing contractor to understand the scope complete thus far at buildings and the remaining work required to restore the buildings, parks, or facilities to their pre-disaster condition. This collaboration is ongoing as Council, Managing Contractor, and existing contractor work through each site to ensure a thorough understanding of each asset prior to finalisation of the handover.

Emergency or Immediate Restoration Works Finalised in January Included:

Harold Fredrick’s Car Park Solar Lights – Replacement lights were installed at the Harold Fredrick’s Car Park restoring lighting for public safety.

Lighting restored in Harold Frederick's Car Park

Wade Park, Riverside Park, Nesbitt Park – Flood affected shade sails in these parks have been installed over January.

Key Milestone: At Council’s ordinary meeting on 13th December Councillors resolved to appoint a managing contractor to undertake Community Recreation & Cultural Asset works of Council’s buildings. This is an important step in the restoration process with the intention of the managing contractor to undertake all works required for restoration across Council’s various buildings. The contractors invited to tender for these construction works were on the NSW Government prequalification scheme for General Construction works between $1 million and $9 million.

Council will work with the managing contractor in January and February to verify the scope for each of Council’s buildings and ensure approved CRCA funding is adequate to cover the cost of restoration works at each site.

Emergency works on Council’s flood affected buildings has largely focused on removal of flood affected materials, decontamination and structural drying for all buildings to obtain validation certificates.

What’s structural drying and why is it so important?

Structural drying is the process undertaken after the removal of flood damaged porous building materials. Allowing the underlying structural building materials to dry out with the assistance of dehumidifiers, fans and sometimes gas heated blowers. This reduces the moisture levels present in the building to an acceptable level.

After this process has occurred validation assessments are done to assess the moisture levels within the building, as well as the presence of bacteria and other foreign spores to ensure the building is ready for remediation works. Ensuring mould and other bacteria do not regrow.

All of Council’s buildings have to go through this testing and receive post-remediation verification reports for the buildings moisture, microbial and hazardous material presence.

Council has been receiving these post-remediation verification reports across its built assets, including large buildings such as Lismore City Hall, Lismore Airport Terminal, Lismore Municipal Building, Lismore Library, Lismore Regional Gallery, Lismore Transit Centre and Visitor Information Centre. Some verification certificates have been received others are still awaiting the results of samples sent for testing.
