Flood Restoration - Roads & Bridges

Following the AGRN9943 2020 natural disaster the Mackie Road causeway at Johnston Creek suffered extensive damage. Funding has been awarded to replace the damaged structure with a bridge to reduce impediments to fish passage.

The Mackie Road culvert to bridge replacement at Johnston Creek, works will begin from the 13th of March 2023 for approximately three months with a planned completion in late June 2023, subject to fine weather. Due to the nature of the works a full 24-hour hard road closure is required during the March – June 2023 works period around the location detailed on the map below.

Please review the road closure locations to determine whether accessing from Rosebank Road, Ridgewood Road or James Gibson Road is most appropriate for your property. Due to the nature of the works, access through the works site is not possible.

Funding has been secured through Australian Government's Disaster Recovery Funding Arrangements (DRFA). This funding is allocated to repair damage sustained during the December 2020 natural disaster only. Additional works required and subsequent funding for Mackie Road are being reviewed.

Council has consulted with Rosebank RFS and a plan is in place for service vehicles due to location of the station. Council will also advise other emergency services. However, in the scenario emergency services are required, please note the road closures on your call to assist.

Rubbish waste collection will only be impacted around the bridge site. Residents that are affected will be contacted personally to arrange waste collection during the road closure period.

What are the works?

During the 2020 flooding events, a concrete causeway on Mackie Road, was significantly damaged. The road is a busy local sealed road connecting Rosebank and Clunes. Under the DRFA guidelines, damaged assets may be replaced to current engineering standards.

The new bridge will be a single span concrete structure of suitable width to provide a minimum 7.2m trafficable deck. The new structure will be constructed on the same alignment as the current causeway structure.

When are the works taking place?

Works are scheduled to start from March 2023 and are expected to take approximately three months to complete, subject to fine weather conditions and resource availability. Daily work hours will mostly be between 7am and 5pm weekdays, although there may be some weekend work.

What will be the traffic controls/detours?

Due to the intensive nature of roadworks and associated traffic controls, there will unfortunately be some traffic disruptions. These traffic controls include a full 24-hour road closure. This will ensure the roadworks are completed in a timely manner, with safety as a predominant factor.

Local access to residences will be maintained by actively managing residents’ needs within the construction footprint to allow access to homes, however, please be aware of delays. Updates will also be available via Live Traffic NSW and Your Say (page details below). Road users are advised to follow signage, seek alternate routes and expect delays as these works are completed.

CURRENT WORKS

Tuntable Creek Road

The works crew remobilised to the site at the beginning of January, this stage of construction consists of excavating into the slope above the road and installing 49 soil nails and 100m2 shotcrete. Additionally, crews are also reconstructing pavement through the slip zone and installing light traffic control and opening one lane. The works are expected to be complete in February with additional updates to be provided as the works commence on the upper slope. Wyrallah Road

Pavement rehabilitation works are commencing shortly to reconstruct and rehabilitate approximately 500m of Wyrallah Road. Swan Bay Road

Overlay and drainage works are currently underway to repair damages from the October flood event for Swan Bay Road.

Crofton Road & Rock Valley/Cawongla Road
Drainage works are continuing for Crofton Road and Rock Valley/Cawongla Road these include desilt and reshape table drainage, installing headwalls and pipe extensions as required to ensure water runoff from the road, to prevent future road damages from occurring.

FUTURE WORKS

Munro Wharf Road

Overlay and drainage works to repair damages from the October flood event will commence shortly for Munro Wharf Road.

Council will be commencing pavement rehabilitation works to a section on Caniaba Road 1.7km to 2.1km West of Fredericks Road, to be completed throughout three months starting early February 2023 subject to weather, contractor, and material availability.

Funding has been secured through the Safer Roads Program to complete these works, which will improve road conditions and associated safety for road users. Additional works for Caniaba Road will continue to be assessed and reviewed.

What are the works?

• Road surface: Improve the surface of the road in places. Road to be raised approximately 100mm.
• Guardrail installation: Installation of a safety barrier.
• Signs and line marking: Line marking and guideposts.
• Vegetation management: Manage roadside vegetation to remove obstacles, improve sight distances, and clearances for signage.
• Drainage maintenance: Re-excavate open drains and remove flood sediment as required

Road Damage - Bruxner Crescent & Mountain View Drive (Jan 2023)

Council crews have assessed the road damage on the corner of Bruxner Crescent and Mountain View Drive in Goonellabah. A full road closure will be place at the entrance of Mountain View Drive, from Ballina Road. A detour along Mountain View Drive will be available with Bruxner Crescent only accessible to residents. Please refer to the provided map for alternative routes.

Following the 2022 natural disaster, Wyrallah Road suffered extensive damage. Works will begin from the end of January for pavement rehabilitation, please refer to the map provided for an overview of the location.

All works will be completed under single lane traffic control, this will be implemented from January 30^th 2023 for 4 months with a planned completion in late May 2023, subject to fine weather, between the hours of 7am and 5pm. This planned single lane road closure will allow Council to preform reconstruction work on Wyrallah Road preforming numerus tasks mentioned within this letter throughout the 500m stretch of the road.

Funding has been secured through Transport for NSW. This funding is allocated to repair damage sustained during the February 2022 natural disaster only. Additional works required and subsequent funding for Wyrallah Road are being reviewed.

What are the works?

The works will reconstruct and rehabilitate approximately 500m of Wyrallah Road. These works include removing approximately 400mm of shoulder material and replacing this section with roadbase through the first 100m of the project from Lismore. Then, approximately 100mm of the existing surface will be overlaid and stabilised. Throughout the remaining 250m length of the road, crews will remove unsuitable material to an approximate depth of 600mm below existing heights and replace it with 500mm of rock, and 350mm of roadbase. This will result in an increased road height of approximately 250mm from the existing height to the finish surface height. Throughout this construction process drainage works, kerb installation and subsoil installation will also be completed.

When are the works taking place?

Works are scheduled to start from January 30th and are expected to take about four months to complete, subject to fine weather conditions. Daily work hours will mostly be between 7am and 5pm weekdays, although there may be some weekend work.

What will be the traffic controls/detours?

Due to the intensive nature of roadworks and associated traffic controls, there will unfortunately be some traffic disruptions. These traffic controls will include single land road closure. This will ensure the roadworks are completed in a timely manner, with safety as a predominant factor, by eliminating traffic through a single lane of this road throughout the construction footprint. Throughout the construction period there may be periods where 24/7 portable traffic lights will be needed to keep a travel lane closed overnight.

Local access to residences will be maintained by actively managing residents’ needs within the construction footprint to allow access to homes, however, please be aware of delays. Electronic billboard signage will notify motorists of detours via Lismore and Tregeagle Road. Updates will also be available via Live Traffic NSW and Your Say (page details below). Road users are advised to seek alternate routes, as single lane closures are likely to cause heavy traffic delays.

Please commute through the job sites at low speed, obey traffic control instructions and drive carefully.

Progress Update - January 2023

Tuntable Creek Road experienced significant damage during the February 2022 natural disaster. 11 notable landslips have been logged with a major landslip closing the road north of intersection with Rose Road. Prior to Christmas, works commenced on a temporary solution to open the road under traffic-controlled conditions. The temporary solution is subject to accelerated design development with geotechnical investigations occurring at the same time as the construction works.

To date the following works have been completed:

• Clearing of site for detailed geological mapping
• Drilling under geotechnical engineering supervision to determine failure mechanism and soil profile
• Installation of piezometers and inclinometers to monitor movement and ground water levels
• Construction of working platform below slip
• Completion of soil nailing and shotcrete below slip to retain the remaining road reserve

The works crew will remobilise to the site on Monday the 9^{th of} January. The next stages of the construction consist of:

• Excavate into the slope above the road
• Install 49 soil nails and 100m2 shotcrete
• Reconstruct pavement through the slip zone
• Install light traffic control and open one lane

Due to the volatile nature of the slip, care is being taken when undertaking these works ensuring safety for the construction team. The work method is under review and modified where required as the works progress based on data from testing and on-site observations. Innovative products are being trialled to reduce grout loss and staged excavations planned to reduce risk from adverse weather.

Currently a complete closure of Tuntable Creek Road, north of Rose Road to Beardow Road will remain in place. Including no access for pedestrians, motorbikes, scooters, and bikes. LCC and its contractors would like to thank the public for their patience with these works and also thank local property owners for their assistance.

The works are expected to be complete in February and further updates will be provided as the works commence on the upper slope.

FUTURE WORKS - SEALED ROADS

Cawongla Road / Quilty Road

All preliminary works on Cawongla Road are completed ready to commence works on the 3rd of January 2023. Quilty road has been graded and prepared for the detour route to commence on the 3rd of January 2023, vegetation trimming has been completed and drainage works have also been completed. Council plans to undertake roadworks on two landslip sites on Nimbin Road that have been identified as significantly impacted by the February 2022 natural disaster, based on pre and post disaster assessments.

Funding has been secured through Transport for NSW. This funding is allocated to repair damage sustained during the February 2022 natural disaster only.

The works are expected to occur over 6 months from Mid-March 2023 subject to weather, contractor, and material availability. Traffic control lights remain in place and existing single lane traffic control will remain in place during the works period.

What do the works involve?

• Landslip repairs: Stabilisation works to allow repair of landslip and reinstatement of road and guardrail barrier
• Signs and line marking: Line marking and guideposts.
• Vegetation management: Manage roadside vegetation to remove obstacles, improve sight distances, and clearances for signage.
• Drainage maintenance: Re-excavate open drains and remove flood sediment as required. Minor drainage works will be completed prior to pavement works commencing.

Community Notification
Traffic management alterations will take place on the 19th of January 2023, this will result in disruption to traffic at the Nimbin Road landslips.

Following further community consultation, the culvert replacement works have been rescheduled to assist in reducing the closure period and maintain access for Larnook Public School during the school term. Culvert replacement works will commence the 3^rd of January which will require Cawongla Road to be completely closed within 2 locations detailed as Site 1 and Site 2 on the map below. Access for road users will be maintained throughout works for the Site 1 culvert, via a constructed side track.

For the safety of motorists and due to the nature of works, a full 24-hour hard road closure is required for both work sites during the January - February 2023 works period. Works are occurring at the same time at both sites.

Site 1: Culvert replacement adjacent to 169 Cawongla Road, Cawongla approximately 1.25km south of the Quilty Road and Cawongla Road Intersection.

Site 2: Two culvert replacements approximately 500m south of Larnook Public School, adjacent to 1224 Cawongla Road, Larnook.

Please review the road closure locations to determine whether accessing from Kyogle Road or Rock Valley Road is most appropriate for your property. Due to the nature of works, access through the work sites is not possible.

Road closure is expected to be in place approximately 6 weeks during January – February 2023, subject to weather, material and contractor availability. After this time, road will open to single lane traffic while final stages of the works are completed. Council is proposing to complete the works under extended working hours to ensure the works are finalised as soon as possible. Additional works may include but not limited to extended hours on weekends.

These works have been rescheduled following consultation with Larnook Public School to enable access for students, families, and staff of the school. Any changes affecting school access will be communicated from the school principal and relevant bus companies directly.

Larnook RFS have a plan in place for service vehicles due to location of the station. Council will advise other emergency services. However, in the scenario emergency services are required please note the road closures on your call to assist, and consider if your closest hospital may be Nimbin, Kyogle or Lismore.

What are the works?

The roadworks comprises reconstruction of a total of four collapsed culvert lines. This includes the following:

• Clearing of vegetation and trees adjacent to the embankment failure
• Excavation and removal of the existing road surface and embankment material
• Reconstruction of arch culvert
• Road embankment reconstruction at each culvert location
• Road pavement reconstruction

Tree clearing, temporary fencing and site establishment will commence from the first week in January, in preparation for the works to commence.

These works are the commencement of flood remediation works for Cawongla Road. Funding is currently being reviewed for further pavement repairs. Temporary patching is currently being carried out for sections of Cawongla Road until further funding is approved by Resilience NSW. Additional works are also being reviewed for Martin Road, with updates to be shared shortly. We thank the community for their feedback.

What do I need to do?

Please commute through the detour at low speed, obey adjusted speed limits and directions from any traffic controllers, and drive carefully. Please also adhere to all road closed signs. We will ensure all driveways and farm gates that intersect the road match any changes to the road profile and are safe for property owners/residents. At times the roadworks may create dust, which will be managed by a water cart during work hours.
